Hebrew Public is a national network of tuition-free public charter schools dedicated to providing students with a high-quality education enriched by Modern Hebrew language. Founded in 2009 with a single school in Brooklyn, Hebrew Public now serves more than 4,200 students across 12 schools nationwide. Our schools are open to students of all backgrounds, combining academic rigor with global citizenship and cross-cultural understanding.
Building on more than fifteen years of experience integrating Modern Hebrew into public education, Hebrew Public is expanding its work to support Hebrew language programs in a variety of educational settings, including district public schools.
Project Overview
Hebrew Public seeks a Montgomery County or Washington, DC–based consultant to lead a feasibility study exploring the introduction of Modern Hebrew language programming within Montgomery County Public Schools (MCPS).
This project will assess community interest, identify potential school partners, and develop a strategic roadmap for introducing Hebrew as part of MCPS world language offerings.
The consultant will work closely with Hebrew Public leadership to conduct research, build relationships with local stakeholders, and develop an actionable implementation plan.
Role Summary
The consultant will serve as a community organizer, researcher, and strategic advisor responsible for evaluating the feasibility of introducing Modern Hebrew programming into MCPS middle and high schools and making connections with key community leaders to bring the program to life. .
This role requires a combination of community engagement, policy research, relationship building, and strategic planning.
The project will culminate in a comprehensive feasibility assessment and implementation roadmap to guide the launch of Modern Hebrew language instruction in Montgomery County public schools.
The key to success in this role is to provide an actionable and practical plan that will lead to bringing Modern Hebrew at least to one school in MCPS by September, 2028 optimally with the understanding it may take longer.
Key Responsibilities
Community Research & Landscape Analysis
- Conduct demographic and enrollment analysis of Montgomery County.
- Map existing world language offerings and identify gaps or opportunities within MCPS.
- Identify schools, administrators, and district leaders receptive to new language programming.
- Analyze district priorities, policies, and approval pathways for introducing new language programs.
- Identify community partners and make introductions to Hebrew Public leaders.
Community Engagement & Stakeholder Outreach
- Organize at least three (10) listening sessions with parents, educators and community organizations.
- Make introductions to and steward building relationships with key stakeholders including PTAs, community leaders, and local education advocates.
- Identify potential champions among school administrators, district leaders, and county officials.
- Assess community demand and interest in Hebrew language programming.
Teacher Pipeline Partnership Development
- Identify potential partnerships with higher education institutions and teacher training programs.
- Explore collaboration opportunities with Hebrew language education organizations and academic programs.
- Assess potential pipelines for recruiting and training Modern Hebrew educators.
Program Model Exploration
- Identify potential entry points for Hebrew instruction within MCPS (e.g., middle school or high school).
- Explore possible program models, including elective language courses or feeder pathways.
- Identify schools that may be strong candidates for a pilot program.
Strategic Planning & Final Report
At the conclusion of the engagement, the consultant will produce a comprehensive feasibility and planning document including:
- Recommended schools and potential pilot locations
- Evidence of community demand and support
- Potential district approval pathways
- Identified stakeholders and partnership opportunities
- Implementation timeline and projected program costs
- Strategic recommendations for launching Modern Hebrew instruction in MCPS
- Introductions and co-fascilitation of meetings with key community players
Qualifications
Ideal candidates will demonstrate
- Strong knowledge of Montgomery County and its education landscape
- Experience working with public schools, school districts, or education initiatives
- Proven ability to conduct community engagement and stakeholder outreach
- Familiarity with Montgomery County Public Schools policies and decision-making structures
- Strong research, analysis, and writing skills
- Ability to build relationships across diverse communities
Preferred qualifications include
- Familiarity with the Jewish community in Montgomery County
- Experience with language programs or education program development
- Background in education policy, community organizing, or nonprofit leadership
- Understanding of the political and decision making processes in MCPS
Deliverables
By the end of the consulting period, the consultant will deliver:
- A comprehensive feasibility study assessing the potential for Hebrew language programs in MCPS
- Documentation of community engagement and stakeholder outreach
- Identification of potential partner schools and program models
- A strategic roadmap for launching Modern Hebrew language programming in Montgomery County public schools
- A list of contacts/formation of a local volunteer group to move the initiative forward
