Responsibilities Summary: The Manager, Regional Human Resources is responsible for managing activities related to the human resources function for the BI Division. Functional areas include recruitment, compensation, job descriptions, employee and management development, employee relations and employee engagement. Responsible for managing a Human Resource Specialist, Recruiting Coordinators and support staff. This position is responsible for multiple remote sites. Primary Duties and Responsibilities: The Manager, Regional Human Resources manages the recruiting and outreach efforts for the BI Division to effectively recruit and retain talent in the most efficient and effective manner possible. Ensures a positive candidate and hiring manager experience. Serves as Subject Matter Expert regarding compensation and pay equity. Completes annual market review and provides recommendations to senior leadership prior to annual budgeting. The Manager, Regional Human Resources reviews requests for pay actions, including merit increases and salary adjustments, for conformance to guidelines, policies and practices. Performs research and makes recommendations for requests outside of guidelines. Provides assistance and counseling for managers and employees in employment-related matters, including guidance and recommendations regarding employee discipline and termination. Manages employee relations programs through a systematic approach, including employee counseling, performance management, interpretation of policies and legal activity. The Manager, Regional Human Resources ensures compliance with the ISAP contract to include review of wage determinations, training, adjustments and other compliance requirements. Oversees and ensures compliance with affirmative action plan, SOX compliance and internal audits. Ensures that the practices, procedures and policies are in compliance with Corporate policies and all federal, state and local employment laws. The Manager, Regional Human Resources develops and conducts employee and management training. Reviews proposals and provides response regarding Human Resource compliance. Works closely with payroll to ensure compliance with required employment laws. The Manager, Regional Human Resources monitors unemployment claims, assists with appeals and may attend hearings as the Human Resources representative. Manages HR support staff. Completes performance reviews, disciplinary actions and assessments for all assigned staff. Recommends employees for termination as necessary. Ensures consistent application of employee guidelines, processes, policies and procedures for all staff members. The Manager, Regional Human Resources contributes to the strategic human resource planning for the BI Division. Proactively identifies human resource support needs and partners with the Divisional Vice President, Human Resources to address those needs. Performs other duties as assigned. Qualifications Minimum Requirements: High School Diploma or GED required. Bachelor’s Degree in Human Resources or related field preferred. SHRM-CP, PHR or CCP certification preferred. At least five (5) years’ experience in Human Resources, including employee relations, coaching/counseling and recruitment. At least two (2) years managing employees. Advanced working knowledge and familiarity with HR concepts, practices, procedures and multistate employment laws required. Knowledge of multi-state employment laws preferred. Ability to pass a federal background check and obtain a suitability determination preferred. United States citizenship preferred. Must live in the US three of the last five years (military and study abroad included) preferred. Excellent interpersonal skills. Ability to communicate effectively with employees at all levels in the organization. Sound judgment and listening skills. Experience with an HR Information System preferred. Evaluation and diagnostic skills. Excellent organization, communication (both written and verbal) and interpersonal skills required. Conflict resolution skills. Must be able to maintain confidentiality at all times due to the handling of sensitive and confidential information. Ability to take initiative, identify potential problems and develop and implement solutions. Ability to plan and prioritize tasks and handle multiple tasks simultaneously. Ability to work with computers and the necessary software typically used by the department.
