This leadership role is responsible for deploying\r\nbillions of dollars through the State Revolving Fund (SRF) to build resilient\r\ncommunities, safeguard public health, and accelerate the restoration of the\r\nChesapeake Bay.\r\n\r\n\r\nThis is an opportunity to shape the future of Maryland's\r\nwater infrastructure. You will lead a dedicated team in financing the drinking water,\r\nwastewater, and stormwater projects that are essential to the health and\r\nprosperity of our state.\r\n\r\n\r\n This\r\nis a MANAGEMENT SERVICES position and serves at the pleasure of the Appointing\r\nAuthority.\r\n \r\n\r\n GRADE 24 \r\n LOCATION OF POSITION Maryland\r\nDepartment of the Environment\r\nBusiness\r\nAdministration \r\nWater\r\nInfrastructure Financing Administration\r\n1800\r\nWashington Blvd.\r\nBaltimore,\r\nMD 21230\r\n Main Purpose of Job The purpose of the role is to lead the Water Infrastructure\r\nFinancing Administration (WIFA). This executive role sits at the heart of MDE's\r\nmission to protect and restore the environment for all Marylanders. As a key\r\nmember of the Department's leadership team, you will guide the strategic\r\ndeployment of federal and state capital to ensure every community has access to\r\nsafe drinking water and clean water infrastructure, directly safeguarding\r\npublic health and the future of the Chesapeake Bay.\r\n\r\nThis\r\nleadership role combines high-level financial stewardship with impactful\r\ngovernment and community engagement. You will have ultimate oversight of\r\nMaryland’s multi-billion-dollar water infrastructure capital budget, ensuring\r\nits long-term sustainability and compliance by managing critical partnerships\r\nwith federal funders at the U.S. Environmental Protection Agency (EPA), state\r\nagencies like the Department of Budget and Management (DBM), and local\r\ngovernments. You will lead and empower a dedicated team of finance and policy\r\nexperts responsible for the full lending lifecycle—from underwriting and loan\r\nnegotiation to financial reporting and portfolio management. As a key subject\r\nmatter expert for the administration, you will champion resilient infrastructure\r\nwith local leaders across the state and support the MDE Secretary by providing\r\nexpert testimony before the General Assembly.\r\nDuties of the position include, but are not limited to:\r\n\r\n\r\n\r\n Lead\r\n the development and management of Water Infrastructure Capital Projects,\r\n long-range financial forecasts, and strategic financial plans.\r\n Direct\r\n the planning, development, and implementation of state and federal\r\n infrastructure loan programs.\r\n Oversee\r\n all financial reporting and analysis, including monthly, quarterly, and\r\n annual reports to senior staff.\r\n Ensure\r\n all loan programs comply with applicable federal and state laws, including\r\n environmental, procurement, and financial regulations.\r\n Lead a\r\n team of finance professionals, underwriters, and program analysts to\r\n execute and monitor loan activities.\r\n Coordinate\r\n annual audits and liaise with external auditors and financial consultants.\r\n Develop\r\n and implement financial policies, procedures, and internal controls.\r\n Advise\r\n leadership on financial planning, risk management, and cost-saving\r\n opportunities.\r\n Serve\r\n as liaison with the Governor’s Office, the State Legislature, and\r\n oversight bodies on budgetary and financial matters.\r\n Develop\r\n and implement program policies, operational procedures, and modernization\r\n initiatives.\r\n Coordinate\r\n with internal divisions and external partners to align budget planning\r\n with agency priorities and strategic plans.\r\n Work\r\n with stakeholders including municipalities, counties, utilities, tribal\r\n governments, and regional agencies to promote funding opportunities and\r\n provide technical assistance.\r\n\r\n\r\n\r\n\r\n MINIMUM QUALIFICATIONS Applicants must satisfy the minimum qualifications to be considered for this position and move forward in the hiring process. Please read all requirements before applying.\r\nEducation: Bachelor’s Degree from an accredited college or\r\nuniversity.\r\nExperience: Five years of senior-level experience managing financial\r\noperations for a professional organization to include budget\r\nmanagement, budget analysis, and/or overseeing water infrastrucure capital\r\nbudgets. Two years of this experience must include the supervision of\r\nfinancial staff.\r\n DESIRED OR PREFERRED QUALIFICATIONS Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit.\r\nPreferences will be given to candidates with the following:\r\n\r\n\r\n\r\n A minimum of eight (8) years of professional experience in\r\n program management, public finance, or infrastructure development.\r\n At least five (5) years of experience in a senior management\r\n capacity, with a proven ability to lead teams, manage budgets, and drive\r\n strategic initiatives.\r\n Exceptional communication and interpersonal skills, with the\r\n ability to engage effectively with a diverse range of high-level stakeholders.\r\n A strategic mindset with strong\r\n analytical and problem-solving abilities.\r\n Direct experience managing a State Revolving Fund (SRF)\r\n program or similar large-scale public financing instruments.\r\n In-depth knowledge of the Clean Water Act, Safe Drinking Water Act, and related federal and state environmental regulations.\r\n Experience in municipal finance, capital project planning, or public works management.\r\n Demonstrated knowledge of State budgeting processes, legislative appropriations, and public finance regulations.\r\n Excellent leadership and strong written/verbal communication skills.\r\n Experience working with federal or state-level stakeholders and navigating complex regulatory frameworks.\r\n Demonstrated ability to present complex financial information to diverse audiences clearly and effectively.\r\n Understanding of environmental review processes and capital improvement planning.\r\n Strong knowledge of infrastructure funding mechanisms, credit evaluation, and capital project financing.\r\n Familiarity with federal and state revolving loan fund\r\n programs and grant-to-loan leveraging strategies.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n SELECTION PROCESS Please make sure that you provide sufficient information on your\r\napplication to show that you meet the qualifications for this recruitment.
