Job Description

PURPOSE SUMMARY. Under the direction of the Facility Administrator or Captain (depending on assignment); Lieutenants plan, organize and direct the activities of an assigned section of the Doña Ana County Detention Center Facility to ensure the health, safety and welfare of detainees and the continuous safe and secure operations of the facility.

ESSENTIAL DUTIES.  

  • Oversees and is responsible for all functions, logistics and operations of the facility during their shift of assignment.

  • Responsible for overseeing the intake and release procedures; maintains control and prevents the disruption of activities or injury; and maintains continuity in detention center operations and detention center programs.

  • Ensures the supervision of inmates that are allowed privileges for efficiency and conformance to standards.

  • Assures that departmental and county policies and procedures are followed.

  • Responds to and coordinates actions on complaints and/or investigations; manages critical incidents; responds to incidents that occur with inmates or involved situations; ensures all workers’ compensation injuries are reported and attended to; keeps administration superiors abreast of potential issues.

  • Recommends personal improvement plans for Detention Sergeants and Officers; coordinates leave/training to ensure adequate staffing levels; performs employee evaluations and recommends disciplinary action for prior infractions; serves as the liaison between shift and upper administration; approves subordinate reports and makes recommendations.

  • Attends meetings, briefings and trainings; assists on oral boards for DACDC; and other duties as assigned.

If Assigned to:

Unit Managers & Shift Commanders: Responsible for the long range staffing; planning; overtime budgeting and scheduling; and the daily, weekly and monthly post analysis to assure maximum security of facility. Works independently monitoring and addressing all daily security issues both short-term and long-term.  Schedules and assigns specific sections; monitors shift and call for duty; supervises shift Sergeants and Detention Officers; represents administration after hours and on weekends; and responsible for media inquiries when it is considered to be a high profile case.

Booking Department:  Responsible for the oversight of the Booking, Dispositions and Transport departments ensuring that all legal processes are adhered to according to facility policy on intakes and releases. Performs sentence calculations; oversees court attendance and inmate transports for court, medical or other court ordered transport as directed including Las Vegas, New Mexico Psych Ward and/or other mandated facilities. Responsible for booking department reports and may serve as backup for other Lieutenants.

Classification Department:  Responsible for ensuring those detainees detained 24 hours or greater are processed via the classification system that is intended to provide a method of objective, consistent, valid decision-making about the separation of detainees into certain groups for specific purposes. Oversees the classification process; provides the facility with a decision-making mechanism by obtaining and documenting information about the detainee from all of the JCMS, SARN, NCIC, and NM Court systems. Ensures that the classification department develops detainee’s profile and assigns the detainee to a group based on needs and risk assessment factors from the detainee’s correctional history, comportment history and current charges.  Classification will also prepare and process all disciplinary actions, oversee grievances and detainee work programs.

Training Department: Responsible for the planning, curriculum development and implementation of the cadet officer trainee academies; responsible for the scheduling, development and implementation of the Detention Center training programs to include the required certifications for all uniformed officers as well as policy and procedures refresher courses for all staff members in the Detention Center facility. Assists with recruitment for SERT members and coordinates and maintains the SERT team with provisions and guidelines to respond to emergency situations with the facility. Coordinates and obtains certified trainers for specific training courses.

Professional Standards Unit:  Responds to internal and external complaints that may arise to the level of a formal written reprimand or above. Responsible to review and maintain a use-of-force log and assure all use of force scenarios progress according to policy or standard and that they are recorded and properly annotated for the DACDC video library reference.  Reviews, investigates and receives corroborating evidence associated with Notice of Accident forms. Review referrals generated from information provided by Supervisors, Officers, contracted staff, volunteers, detainees, public, and other stakeholder.  Conduct inquires/investigations of policy or administrative misconduct and review findings with the Detention Professional Standards Committee (DPSC) to determine if any discipline is warranted.  Coordinate with the Internal Affairs Investigator on concurrent investigations or infractions of a criminal nature.  Will conduct the pre-determination hearings, evidence and coordinate witness testimony on behalf of the Detention Center.

ADDITIONAL DUTIES. Assists on oral boards for DACDC and other duties as assigned. 

QUALIFICATIONS.

A. Education. High School Diploma or GED.

B. Experience. Five (5) years full-time experience in a detention facility, correctional institute, or similar type program that dealt with the adjudication and incarceration of individuals in a confined and controlled environment; to include two (2) years minimum as a sergeant or equivalent supervisor role position in a detention facility, correctional institute, or similar type program as defined above.

C. Education/Experience substitution.  In accordance with County policy. (No substitution for required supervisory experience.)

D. Licenses/Certifications. Valid driver’s license; be able to obtain certifications for CPR, First Aid, Defensive Driving, Controlled F.O.R.C.E, and Firearms. Successful completion of CIT 2 and CPI training within six (6) months of hire.

E. Other(e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.).  Post-offer medical exam, psychological exam, polygraph, background check, and driver’s license record

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of an extensive body of rules, procedures or operations that require extensive training and experience to perform a wide variety of interrelated or nonstandard procedural assignments and to resolve a wide range of problems.  The ability to adapt to shift assignment changes on short notice; ability to work rotating shifts and irregular hours; enforce facility rules and regulations in a positive manner; model professionalism; provide creative problem-solving behaviors and attitudes for subordinate staff; exercise good judgment and apply constructive attitude toward detained individuals; resolve work procedure problems and questions presented by subordinate staff; ability to utilize necessary computer applications; communicate effectively, in oral and written form; and effectively supervise, train and evaluate assigned staff.

Compensation Range

$65,457.60 - $106,808.00
