We are seeking an experienced professional to help us keep us proactively informed regarding the ever-changing Federal Acquisition Regulations. In this role the individual will make recommendations to management and others across the organization regarding policy and procedure implementation to ensure compliance and reduce risk. This position requires close communication and collaboration with laboratory leadership, technical program offices, and procurement management. The individual will work well in a team environment with a partnership perspective being essential for success. We work in an environment that is highly dynamic and are looking for someone to join our team with creative problem-solving skills who can work autonomously and demonstrate leadership. As a Procurement Compliance Manager your primary responsibility will be to proactively assess the impact of changing regulations in the Federal Acquisition Regulation and Defense Federal Acquisition Regulation relating to Procurement, new Executive Orders, and other related government audit trends. You will collaborate with management and cross-organizational teams to develop and implement methods to ensure compliance. You will... Research, benchmark with peer organizations, and review a variety of sources for information regarding FAR and DFAR regulations (proposed and final) to assess regulatory impacts to Procurement policies and procedures, keep key stakeholders and management informed of risks, and make recommendations for implementing modification to procurement practices. Contribute as a subject matter expert on lab-wide teams to develop and implement changes relating to regulations and procurement related operations, such as Supply Chain Risk Management. As part of the Procurement Compliance Section support both internally and externally conducted audits including reviewing procurement purchase order and subcontract documentation, responding to auditor questions, and addressing any post-audit actions. Provide daily leadership in addressing special provisions as well as terms & conditions within subcontracts and purchase order agreements. Be able to advise Procurement staff and offer solutions. Work autonomously to review government contracts to determine areas of risk and make recommendations for modifications prior to acceptance. Be responsible for all Procurement templates by maintaining and routinely updating for use by Procurement staff. Educate Procurement staff on procurement and contracting requirements to ensure compliance is implemented and effectively followed. Support compliance and projects that impact not only the Procurement Group, but the Laboratory as a whole. As such you will be provided opportunities to provide your expertise to teams or lead projects to improve compliance and operations. For instance, leveraging technology tools to create efficiencies and supporting counterfeit electronic parts reporting. Act as a team player within the Compliance Section and Procurement Group to help ensure Procurement is viewed as a prepared, responsive, and reliable to our partners. Have a Bachelor 's Degree in a Business, Engineering, or Legal related discipline, or equivalent years of work experience 8+ years of related professional experience in compliance, contracts, or procurement Possess strong organizational, interpersonal, and communication skills, with experience presenting information and requirements to internal customers and leadership Have a proven track record of understanding customer procurement requirements and helping them to meet compliance parameters while enabling their programs Are able to guide procurement staff and partners through procurement strategy and best practices while multi-tasking effectively Possess a strong working knowledge of Microsoft Office Products and SharePoint Hold US Citizenship or permanent resident status, as required to access APL’s facilities and networks, subject to applicable laws. The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
