Job Description:

The primary function of this position is to perform advanced professional and administrative work to provide transportation planning for long-range and current planning services of Monroe County’s Planning and Environmental Resources Department for various transportation planning-related tasks. This is a grant-funded position.

ESSENTIAL JOB FUNCTIONS

  • Conducts research and prepares data and analysis for long-range and strategic transportation-related planning projects.

  • Provides quarterly reporting of transportation-related activities to the JPA project manager for inclusion in the FDOT grant reimbursement package.

  • Prepares, analyzes, reviews, and provides professional recommendations on proposed Development Permits for maintenance of the adopted level of service standards and sufficient available capacity.

  • Manage the development and implementation of the Transportation Strategy Master Plan and associated Long Range Transportation Plans, including coordinating with cities on annual priorities to be added to the FDOT 5-year Work Plan.

  • Reviews development applications and associated traffic studies for compliance and makes recommendations on transportation-related issues.

  • Reviews traffic studies to provide recommendations regarding improvements required to maintain the adopted level of service standards and sufficient available capacity.

  • Serves as a member of the Development Review Committee (DRC).

  • Manages Transportation Committee, holding meetings quarterly.

  • Coordinate with FDOT on the 5-year Work Plan and priorities of the County.

  • Participates in transportation planning, analysis, and data collection activities.

  • Prepares reports, analyses, and recommendations for the Director of Planning & Environmental Resources, advisory committees, the Planning Commission, and the Board of County Commissioners.

  • Participates in the On-Call Transportation Planning Consultant selection process.

  • Reviews and processes Right-of-Way Abandonment applications. Coordinates with utilities and service providers on requests. Prepares agreements and resolutions for the Board of County Commissioners meetings.

  • Acts as a member of the planning team, providing transportation planning services to the community. 

  • Explains transportation planning-related policies and regulations to the public and offers customer service to the community and developers by providing information, guidance, and assistance.

  • Represents the County at public hearings and meetings.

  • Represents the County at agency meetings and public engagement events.

  • Performs other related job duties as assigned.

  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS

Education and Experience:

Master’s degree in Engineering, Urban & Regional Planning, or related field with five (5) years minimum of prior related work experience, OR Bachelor’s degree in Engineering, Urban & Regional Planning, or related field with seven (7) years minimum of prior related work experience.

Special Qualifications:

Valid Florida Driver's License required. AICP Certification preferred.

  • Ability to organize work around broad organizational goals and processes.

  • Ability to follow basic guidelines for operational activities; make decisions that govern the activities and behaviors of staff members.

  • Ability to provide updates to senior managers, elected officials, or other community groups or organizations; work regularly with Directors or senior managers to ensure the provision of efficient and effective services.

PHYSICAL DEMANDS

The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.

  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

  • Speaking: Expressing or exchanging ideas by means of the spoken word, including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

  • Talking: Expressing or exchanging ideas by means of the spoken word, including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Visual Acuity: Have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
