CARS Legislation Project: an Article VII bill proposed as part of the SFY 13-14 budget cycle includes a complete redesign of the assessment process to one that will “float” with employers when there are shifts in types of coverage.
Under the new assessment system, the WCB must, by November 1 of each year, develop a “rate” to be applied for the following calendar year. Based upon that rate, carriers and the SIF would collect directly from their policy holders a prescribed amount and then submit that exact amount to the WCB. The self-insurers (both public and private) would pay the amounts directly to the WCB. The WCB would no longer issue bills (quarterly or annually, depending upon type of assessment).
UEF Claims Transition: Workers’ compensations board has lost the majority of the employees in their No insurance unit and the board has decided to transition the claims and payments related to the Uninsured Employers Fund (UEF) to a Third Party Administrator (TPA). This will require business process reengineering to the Workers’ Compensation Board’s Financial Management Information System’s claims and Accounts Payables modules.
Duties include but are not limited to the following
- Perform as a PeopleSoft techno functional analyst, who can perform both technical and functional tasks.
- Code PeopleSoft financials modifications using the PeopleSoft development tools.
- Provide production support including issue resolution in a timely manner.
- Communicate with users to gather requirements for projects and enhancements to the production system.
- Perform technical analysis and estimates for enhancement requests.
- Perform complete lifecycle testing and document the code changes.
- Perform tuning for slow running processes.
- Monitor batch processes and resolve the issues.
- Provide Technical leadership for system upgrade activities.
- Provide weekly Status reports.
- Documentation of software changes.
- Perform the PeopleSoft code reviews as per the WCB coding standards.
- Modifications to PeopleSoft interfaces with the existing WCB systems
Candidates should have at least 60 Months experience, and the following should apply:
Functional experience in PeopleSoft FSCM system configuration, technical development and system integration (of which recent 36 months of experience should be on Billing, Accounts Receivables and General Ledger modules).
Experience in PeopleSoft FSCM 9 and PeopleTools 8.5 or higher
Professional experience in developing user test scenarios, test scripts, data and reviewing test results in a PeopleSoft financials environment.
Professional experience using recognized business analysis methodologies to elicit requirements from business users for building business specifications and implementation of PeopleSoft Financial Management software to meet the organization’s business needs.
Experience in documenting, communication, and validating requirements throughout the Financial Management system’s development lifecycle.
Technical experience with SQR, Application engine, nVision, and Peoplecode development
Experience in programming using Crystal Reports 9 or higher
Experience with Sybase 12.5 or higher databases. This includes designing Tables, Triggers, Stored Procedures and writing SQL.
