Job Description:

 

The Child Fatality Review and Prevention System is a recently launched web based system that allows for OCFS to create statewide consistency in Child Fatality Reporting, improve the timeliness of Child Fatality Reporting, streamline the process for Child Fatality Review Teams to write Child Fatality Reports and create statewide identification of required and recommended actions for practice improvement. The system was designed to meet mandates for reporting requirements that were unsuccessful due to paper process driven constraints. The Child Fatality Review and Prevention (CFRP) application allows for the automation of these tasks for the production of reports in a timely manner.

This position is to implement Phase 2 of CFRP. Phase 2 is an effort to abide with regulations in not only the reporting of Child Fatalities but also the tracking of trends and efforts for prevention, which will include the following enhancements:

  •  Corrective Action Plans (CAP): Develop ability for the system to automatically trigger a required action, based on question answers and track/ monitor regional office corrective action plans.
  •  Report Merging: Create the ability to merge reports if multiple fatalities occur within the same incident. This will reduce duplication of issuing multiple reports with much of the same information. For cases where an incident results in multiple fatalities, only one Child Fatality Report will be issued to represent all victims. For each victim, a subset of the case review questions is required for annual reporting purposes. Currently the system provides no way to link cases per incident. This enhancement to the system will allow the agency to group the victims for analysis and reporting purposes.
  •  CONNECTIONS Data Import: Increase the amount of CONNECTIONS data that will automatically populate the system (example: CPS history)
  •  Case Reopening of Previously Finalized Case: Develop functionality to reopen a previously closed case to add new information. This will require some type of versioning which does not exist in the current system so a historical perspective can be gained. This will include the linking of cases in multiple incident fatalities, these cases will have to be connected while preserving details and findings from the original documentation.

Regulations with regards to reporting timelines and requirements continue to drive our ongoing development of the Child Fatality Review and Prevention application.

Duties include but are not limited to:

1. Work with Business Analyst on analysis and logical design.
2. Perform unit testing and correct all identified bugs.
3. Perform complex VB.Net coding.
4. Assist with responding to CFRP data requests.
5. The individual in this position will work under the direction of a Project Manager & Software Architect.
6. Perform writing of complex stored procedures/triggers in an Oracle database utilizing PL/SQL

Candidates should have at least 60 months experience, and following should apply:

Experience developing .net web applications

Experience developing applications utilizing .Net 2.0 or above.

Experience writing and developing Web Services or WCF.

Experience developing N-Tier applications.

Experience developing applications MVC patterns.

Experience with PL/SQL writing packages, stored procedures and triggers.

Experience with Team Foundation Server.

Experience utilizing Infragistics or similar control library.

Experience design & deployment of complex SQL objects and relational databases design.

Associate’s Degree or higher. Proof of education is to be submitted with all responses.
