The Permitting and Regulatory Compliance Manager - Mexico is responsible for leading, coordinating, and securing all environmental, permitting, and regulatory approvals for WIFA project components located in Mexico.

This role ensures that all project activities comply with Mexican federal, state, and local regulatory frameworks, while aligning with cross-border project requirements and WIFA program objectives. The position plays a critical role in managing regulatory risk, facilitating approvals, and supporting project development, design, and construction phases.

This role works closely with engineering, environmental, legal, and construction teams—as well as government agencies and external consultants—to ensure timely and compliant project delivery.

Job Description

Permitting Strategy & Planning

  • Develop and implement the permitting and regulatory strategy for WIFA Mexico project components.

  • Identify all required permits, licenses, and approvals across:

  • Environmental impact (e.g., EIA/MIA)

  • Water rights and discharge

  • Land use and right-of-way

  • Marine and coastal permits (if applicable)

  • Establish permitting schedules aligned with project milestones and development phases.

Regulatory Compliance Management

  • Ensure compliance with Mexican federal, state, and municipal regulations, as well as project-specific requirements.

  • Monitor changes in applicable regulations and assess impacts to the project.

  • Maintain compliance tracking systems to ensure all permit conditions are met throughout project lifecycle.

Agency & Stakeholder Coordination

  • Serve as the primary liaison with regulatory authorities, environmental agencies, water and infrastructure authorities

  • Manage engagement with government entities to facilitate approvals and resolve regulatory issues.

  • Support stakeholder engagement efforts related to permitting and environmental compliance.

Environmental & Technical Integration

  • Coordinate with environmental and engineering teams to ensure designs align with permitting requirements.

  • Support preparation and review of Environmental impact assessments (MIA/EIA, Technical supporting documentation, Permit applications and regulatory filings

  • Ensure early identification of permitting constraints and design implications.

Cross-Border Coordination

  • Ensure alignment between Mexico-based project activities and U.S./WIFA program requirements, including coordination with U.S.-based teams.

  • Support binational regulatory considerations where applicable (e.g., water sourcing, conveyance infrastructure).

  • Collaborate with multidisciplinary teams to ensure consistency across jurisdictions.

Risk Management & Issue Resolution

  • Identify and manage permitting and regulatory risks that could impact schedule, cost, or feasibility.

  • Develop mitigation strategies and contingency planning.

  • Lead resolution of compliance issues, including corrective actions when required.

Consultant & Documentation Management

  • Manage external consultants responsible for environmental studies and permitting documentation.

  • Ensure quality, completeness, and timeliness of all submissions.

  • Maintain organized records of permits, approvals, and compliance documentation.

Support to Project Delivery

  • Provide input to Project planning and scheduling, Development and feasibility studies, Construction readiness and execution

  • Ensure that construction activities comply with permit conditions and regulatory approvals.

Required Skills and Competencies

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Environmental Science, Law, or related field

  • Proven years of experience in permitting, environmental compliance, or regulatory management

  • Demonstrated experience with large-scale infrastructure or water projects

  • Strong experience with Mexico regulatory frameworks and permitting processes

  • Experience working on cross-border or multinational infrastructure projects preferred

  • Relevant environmental or regulatory certifications in Mexico

Key Competencies

  • Deep knowledge of Mexican environmental and permitting regulations
  • Strong stakeholder and government relations skills
  • Project risk management and problem-solving
  • Ability to manage complex, multi-agency approval processes
  • Excellent written and verbal communication (Spanish and English required)
  • Strong organizational and documentation management skills
