Job description
Established in 1977, GOAL is an international humanitarian and development agency, committed to working with communities to achieve sustainable and innovative early response in crises, and lasting solutions to poverty and vulnerability. GOAL has worked in over 60 countries and has responded to almost every major humanitarian disaster. We are currently operational in 18 countries.
GOAL began operations in Syria in 2013 responding to the acute needs of conflict-affected communities. GOAL's areas of operations include but not limited to Aleppo, Idleb and Lattakia Governorates, and is expanding to new governorates in Syria. Programmes focus on Food and Nutrition Security, WASH, Shelter, Livelihoods/ERMS and Emergency Response with an emphasis on cash and voucher modalities. GOAL Syria implements its programmes directly, with over 500 staff based in Syria, and through Syrian NGO partners. GOAL's programme works at the household and community levels to improve community resilience and household coping strategies.
Job purpose:
The purpose of this position is to ensure the efficient and compliant operation of GOAL Syria’s Procurement Department by conducting high-value tenders, actively monitoring all framework agreements, long-term contracts, and pre-qualified supplier lists, and producing accurate, timely procurement and contract-management reports, while guaranteeing that all procurement is conducted in accordance with GOAL’s Procurement policies and procedures, relevant donor regulations, and the overarching principle of achieving the best possible Value for Money (VFM).
Duties, objectives and competencies
Procurement:
• High-value tenders: Manage end-to-end tender processes that assigned to her/him—ITT/EOI preparation, evaluation, award and contracting—in full compliance with the GOAL Procurement Manual and donor rules.
• File management: Maintain complete electronic and hard-copy procurement files for every PR, ensuring originals and scans are stored per audit requirements.
• Order tracking: Monitor PRs/POs through the Digital Order Tracking System, proactively following up on any approvals pending action.
• Framework agreements & Pre-qualified Suppliers: Keep the FWA tracker, pre-qualified supplier tracker and SharePoint folders current; coordinate six-monthly supplier performance reviews.
• Supplier compliance: Maintain up-to-date Supplier List and ATSC records and ensure renewals occur on schedule.
• Market intelligence: Conduct regular market surveys; update the vendor roster and price-lists to support accurate budgeting.
• Problem-solving & support: Provide technical guidance to colleagues; escalate complex issues promptly to the Procurement Manager / Supply Chain Advisor.
Reporting & Coordination & Other Duties:
• Contribute to yearly, grant-based procurement plans if required by Procurement Manager and Supply Chain Advisor
• Liaise closely with Procurement team to ensure that the Digital Order Tracking System is always updated;
• Ensure Payment Request Forms (PRF) are raised promptly after delivery of supplies or completion of services;
• Any other duties as directed by the Procurement Manager and/or Supply Chain Advisor in the management and coordination of the Procurement Department
Requirements (essential)
- University degree in Procurement, Supply Chain, Economy, Logistics, Engineering, Business Administration or a related field
- At least 5 years of relevant work experience in areas such as procurement, logistics, office/business administration in INGO /NGO, private or government sectors;
- At least 3 years proven team-leadership / line-management experience in procurement
- At least 2 years proven senior level experience in procurement department in INGO or NGOs;
- Committed team player and ability to work within a multicultural team;
- Ability to understand and implement organizational and donor policies;
- Demonstrated track record working on high-value tenders and managing framework agreements (FWAs)
- Strong MS Office skills, with advanced proficiency in Excel (pivot tables, look-ups, simple data analysis); working knowledge of Word, PowerPoint and Outlook;
- Ability to manage and prioritize a varied workload in a dynamic work environment;
- A flexible approach to work and willingness to take on extra duties, work additional hours or on weekends as required;
- Excellent attention to detail;
- Trustworthy and honest; and
- Fluency in English and Arabic—both written and spoken.
Requirements (desired)
- Previous work experience with an International Humanitarian NGO;
- Basic technical knowledge in the area of Humanitarian Procurement; (e.g. Food security, ICT, mechanics, construction, transport, Water, Sanitation and Hygiene (WASH), or other); and
- At least one-year previous work experience in monitoring and managing Framework Agreements and Pre-qualified Supplier Lists
