Job description
Coho Consulting Group is seeking a skilled Budget Analyst provides financial and budgetary support for Department of Defense (DoD) programs and operations. This role supports budget formulation, execution, tracking, and reporting activities throughout the Planning, Programming, Budgeting, and Execution (PPBE) process. The ideal candidate will have experience analyzing financial data, preparing budget documentation and reports, and coordinating with program and resource management teams in a fast-paced federal environment.
This position will support our WHS customer onsite at either the Mark Center or Pentagon.
Responsibilities (include but are not limited to):
- Support budget formulation, execution, and tracking activities across assigned programs and funding lines within the PPBE process.
- Assist in preparing Program Objective Memorandum (POM), Budget Estimate Submission (BES), and President’s Budget (PB) inputs and supporting documentation.
- Develop and maintain spend plans, execution reports, and funding trackers for assigned programs and projects.
- Monitor obligations, expenditures, commitments, and burn rates to ensure accurate financial execution reporting.
- Prepare budget exhibits, spreadsheets, briefing materials, and supporting analysis for leadership reviews and data calls.
- Assist in the preparation and processing of funding documents such as Purchase Requests (PRs), MIPRs, and interagency agreements.
- Reconcile financial data and assist in identifying and resolving discrepancies, including unliquidated obligations (ULOs).
- Coordinate with program offices, contracting personnel, and financial management teams to support timely execution of funds.
- Analyze financial trends and execution data to support recommendations for improved budget performance and efficiency.
- Support monthly, quarterly, and ad hoc financial reporting requirements, including status of funds (SOF) updates.
- Ensure compliance with DoD financial policies, internal controls, and reporting requirements.
- Assist in responding to audits, data calls, and financial inquiries from leadership and oversight organizations.
- Maintain accurate records and documentation within Government financial systems and reporting tools.
Essential Job Qualifications and Requirements:

- Education and Certifications:
- Bachelor’s degree from an accredited college or university
- Experience:
- 5-year of DoD/OSD or Military Department HQ-level PPBE experience.
- Experience with DAI (OBIEE, Hyperion), WAWF, G-Invoicing, and DAR-Q.
- Strong analytical and problem-solving skills.
- Excellent English oral and written communication skills.
- Experience with OSD-level financial management processes and systems preferred.
