Job description

Overview Oversight of the Community and Cultural Outreach Department whose function is to facilitate the Cherokee Nation Government's professional and efficient communication, assistance, and interaction with all Cherokee Community and Community Organizations. Also responsible for compliance with applicable federal, state, funding, or other agency requirements and regulations and Cherokee Nation Policies and Procedures. Qualifications EDUCATIONAL REQUIREMENT Bachelor's degree from four-year college or university in Public Policy, Native American Policy, Business Management/Administration or closely related field; or six years related experience; or equivalent combination of education and experience. EXPERIENCE REQUIREMENT An additional five (5) years experience in related field is required. COMPUTER SKILLS An individual should have knowledge of Accounting software; Database software; Internet software; Payroll systems; Spreadsheet software and Word Processing software. CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Prefer a valid US Passport. (Position requires extensive travel.) OTHER SKILLS AND ABILITIES Excellent interpersonal skills, ability to deal with dissatisfied/irate customers, high knowledge of Cherokee and Native American cultures, ability to travel extensively. OTHER QUALIFICATIONS Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE). Ability to professionally interact with high-ranking government officials from the Cherokee Nation, other Indian Tribes, and other local/state/federal entities. PHYSICAL DEMANDS While performing the duties of this Job, the employee is regularly required to talk or hear. The employee is frequently required to sit. The employee is occasionally required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, crouch, or crawl and taste or smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include ability to adjust focus. WORK ENVIRONMENT While performing the duties of this Job, the employee is occasionally exposed to wet and/or humid conditions and outside weather conditions. The noise level in the work environment is usually moderate. Supervises staff in Community and Cultural Outreach department. Coordinates between department, other Cherokee Nation departments and staff, community groups, community organizations, and other volunteer programs with community service activities. Updates operating policy and procedures to assure that agency activities are within federal and state laws, regulations, policies and procedures. Assists in preparation of project and annual operating budgets. Authorizes purchasing and reviews expenditures within department. Coordinates between department, other Cherokee Nation departments and staff, community groups, community organizations, and other volunteer programs with community service activities. Coordinates community organizing both in district and with at-large citizens. Facilitates meetings between department, other Cherokee Nation departments, and community groups and organizations. Develops and implements long and short term work plans for the programs. Establishes and formulates financial goals and objectives for Cherokee Nation Community and Cultural department. Develops and implements long and short term financial plans for the program - primarily plans for services, staffing, and budgets. Provides direction to subordinate management and staff in matters of program operations. Coordinates, assigns and delegates the activities and functions to the appropriate staff. Communicates and reports program operational information and activities to administrative officials, including Cherokee Nation administrative officials, as appropriate. Attends Community meetings on nights and weekends as needed. Deals with local, state and federal agencies on a routine basis. Interacts with Cherokee Nation Executive and Legislative branches of government. Other duties may be assigned. SUPERVISORY RESPONSIBILITIES Manages four subordinate supervisors who supervise a total of up to 20 employees in the Community & Cultural department. Is responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
