Job description

The APAC Regional HQ Controller role provides end‑to‑end regional financial stewardship across controllership, treasury, tax, valuation, regulatory interface, and liquidity risk for APAC HQ entities.

This position exercises independent professional judgement across high‑risk and judgement‑intensive areas including regional cash pooling, payroll and statutory payments, DTAA and tax residency matters, audit‑defensible valuations, and management fee governance.

Job Description:

Key Accountabilities

1. Regional HQ Financial Governance & Controllership

  • Lead and own APAC Regional HQ financial reporting, close, and control outcomes, ensuring compliance with group policies, IFRS, and regulatory requirements.
  • Accountable for timely and accurate delivery of Month End Close, including P&L and Balance Sheet finalization, in compliance with group timetables and reporting standards.
  • Review, challenge, and approve P&L results, ensuring completeness, accuracy, and appropriate commentary before submission to regional and group finance.
  • Maintain full accountability for balance sheet integrity, reconciliations, risk assessment, and remediation across APAC HQ entities.

2. Treasury, Liquidity & Cash Pool Risk Ownership

  • Independently manage regional cash pooling structures, liquidity position, intercompany funding flows, and bank revaluation impacts.
  • Own liquidity risk assessment and mitigation, including short‑term and forecasted funding exposures.
  • Monitor FX exposure and coordinate hedging requirements with Group Treasury, exercising judgement on materiality and risk thresholds.

3. Tax, DTAA & Regulatory Interface

  • Own regional tax governance including DTAA application, tax residency positions, and cross‑border funding implications.
  • Act as the primary interface with regulators (e.g., IRAS) for APAC HQ entities, supporting audit, tax reviews, and regulatory enquiries.
  • Ensure tax positions are technically robust, documented, and audit‑defensible.

4. Valuation & Complex Judgment Areas

  • Independently review, challenge, and approve DCF and valuation models used for restructuring, impairment, or regulatory purposes.
  • Ensure valuation assumptions are compliant with group guidance and capable of withstanding audit and regulatory scrutiny.

5. Planning, Forecasting & Management Fees

  • Own budgeting and rolling forecast cycles for net working capital, cash flows, and balance sheet items.
  • Ensure management fee accuracy across budgets and rolling forecasts, including governance over recharge logic and documentation.
  • Collaborate with FP&A and PRCoE teams to ensure accuracy of overall budget and forecast.

6. Controls, Risk & Audit Readiness

  • Establish and continuously enhance internal control frameworks to address regional‑level liquidity, tax, and regulatory risks, beyond process‑level compliance.
  • Lead remediation of control weaknesses identified internally or externally, exercising professional judgement on risk prioritization.
  • Own regional HQ audit for internal, external, and J-SoX audits including complex judgement areas requiring senior financial sign‑off.
  • Ensure timely preparation, review, and submission of the statutory financials and audit documentation.
  • Own the closure of audit findings and implementation of remediation actions.

7. Balance Sheet Integrity & Blackline Governance

  • Own the quality, completeness, and timeliness of Balance Sheet reconciliations in Blackline.
  • Review and approve key and high‑risk balance sheet reconciliations, ensuring reconciling items are valid, supported, and resolved within agreed timelines.
  • Provide leadership oversight to the finance team, ensuring:
    • Aged and unusual items are investigated and cleared
    • Root causes are identified and addressed
    • Balance sheet risks are escalated appropriately
  • Act as the first line of defense for balance sheet integrity and audit readiness.

8. Invoicing & Recharge Governance

  • Oversee preparation, review, and issuance of customer, intercompany, and recharge invoices, ensuring accuracy and policy compliance.
  • Govern recharge processes (salary, travel, subscriptions, shared services), ensuring appropriate allocation, approval, and documentation.
  • Resolve complex or escalated invoicing, revenue recognition, and DSO issues in collaboration with Commercial Finance, Projects, and OTC teams.
  • Ensure invoicing risks are identified early and mitigated through robust controls.

9. Leadership & Capability Building

  • Lead the APAC Regional HQ CCoE team, ensuring delivery against SLAs, KPIs, and governance standards.
  • Build technical depth across technical accounting, treasury, tax, and valuation within the team to support sustainable delivery and risk mitigation.
  • Drive SOP ownership and continuous improvement aligned with evolving regional risk profiles.

10. Training, Compliance & J‑SOX Stewardship

  • Deliver periodic training to business partners and finance teams on:
    • Internal Control objectives & process adherence
    • Accounting and reporting requirements
  • Act as a control steward, strengthening compliance with J‑SOX and internal control frameworks.
  • Promote a strong control‑conscious mindset across teams and stakeholders.

11. Decision Authority & Accountability

  • Exercises independent approval authority across high‑risk financial, treasury, tax, and valuation decisions.
  • Accountable for end‑to‑end outcomes, not support or execution‑only activities.

12. Stakeholder Management

  • Build and maintain effective partnerships with senior finance, business partners, regional finance, and key stakeholders.
  • Act as a trusted advisor while balancing business needs with financial governance.

Skills & Experience:

This role is not execution‑only. It is accountable for governance, oversight, decision‑making, and people leadership, with responsibility for protecting financial integrity, enabling the business, and strengthening the control environment across the organization.

Professional Skills & Experience

  • Qualified Chartered Accountant with 10+ years post‑qualification experience in Controllership, financial reporting, and governance.
  • Strong technical expertise in IFRS, treasury, tax interfaces, and valuation principles.
  • Proven experience operating in high‑judgement, high‑risk regional roles with independent decision‑making authority.
  • Experience operating in audit‑intensive and J‑SOX‑controlled environments
  • Advanced proficiency in Excel and PowerPoint; experience with SAP BPC and Blackline preferred.

Strong executive communication skills with ability to engage regulators, auditors, and senior regional stakeholders.
