Job description

The Expenditure Monitoring Unit is tasked with monitoring Investigative Commands that utilize funds specifically provided for covert operations and confidential investigations for the New York City Police Department. EMU has staff assigned to the various investigative commands who closely monitor all the confidential expenditures to ensure compliance with established rules and regulations that must be adhered to Generally Accepted Accounting Principles.
As the Administrative Accountant of the Expenditure Monitoring Unit, the candidate will be assigned to one or more Investigative Commands to examine, reconcile, and interpret expense reports, invoices, communications, and prepare bank reconciliations. The ideal candidate will be expected to provide recommendations and advice to the commands based on established policies, guidelines, and standards in order to promote compliance and accountability. The Administrative Account will ensure reports and expenditures are accurate and conform with appropriate budget amounts and coding. Monthly and quarterly 460 reports are to be provided to the supervisor, and these will be discussed in meetings as necessary. The candidate will be tasked to secure confidential/sensitive financial data by completing and maintaining electronic database backups and computer application. The Administrative Accountant will act as a liaison with the Fiscal Accountability Unit on matters that need to be addressed and resolved. The candidate will be required to work on special projects, in which extensive research will be necessary. In addition, the candidate will be involved in the Fiscal Year accruals and clearing process as well as other tasks that are part of the Fiscal Year closing. The candidate is expected to be a team leader, and in the absence of the deputy director, will assist in some supervisory duties by assigning, reviewing and coordinating the work functions of the subordinate accounting staff.

ADMINISTRATIVE ACCOUNTANT (NON - 1000B
- A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or
- A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
