Under the direction of the County Engineer, the Senior Engineer is responsible for managing and overseeing complex transportation and infrastructure engineering projects, with a focus on roadway and intersection improvements, structures, buildings, bridges, traffic signal design, and advanced traffic management systems. This position provides technical leadership, project management, engineering design oversight, and staff supervision in support of County engineering operations and capital improvement initiatives. Responsibilities: Provide technical leadership and engineering guidance for highway, roadway, and intersection improvement projects. Manage engineering projects through planning, design, permitting, construction, and closeout phases. Review and resolve complex technical engineering issues and recommend practical solutions. Serve as a technical liaison to municipalities, state agencies, rail agencies, consultants, contractors, and utility companies. Perform independent technical reviews of engineering studies, plans, specifications, and reports. Prepare and review engineering specifications, scopes of work, cost estimates, and contract documents. Oversee and participate in the design, maintenance, and construction of: Highways, roads, streets, and intersections Bridges and culverts Storm drainage and flood control systems Traffic control devices and signal systems Interior and exterior lighting and electrical systems Public buildings and grounds Environmental remediation systems and related infrastructure Conduct field investigations and inspections of facilities, structures, construction projects, and public infrastructure. Evaluate existing infrastructure conditions and recommend repairs, upgrades, or operational improvements. Analyze traffic data and traffic operations to support transportation planning and safety initiatives. Coordinate maintenance and protection of traffic (MPT) plans, detours, and work zone traffic control. Assist with drainage and flood mitigation projects, including stormwater system planning and water flow analysis. Prepare clear, concise, and technically sound reports, presentations, correspondence, and recommendations. Supervise, mentor, and provide guidance to engineering and technical staff. Maintain project records, engineering documentation, and regulatory compliance files. Support a collaborative, team-oriented work environment focused on innovation and continuous improvement. Knowledge, Skills, and Abilities: Thorough knowledge of civil and transportation engineering principles, practices, and procedures. Knowledge of federal, state, and local regulations governing roadway design, traffic operations, traffic signals, and public infrastructure projects. Working knowledge of: NJDOT Roadway Design Manual MUTCD ADA/PROWAG requirements AASHTO standards NJAC regulations New Jersey Title 39 Familiarity with Complete Streets principles and Intelligent Transportation Systems (ITS). Knowledge of NJDOT PMRS and SAGE programs. Experience with transportation and traffic engineering software, including: Synchro SimTraffic HCS Centracs Experience with engineering design software such as AutoCAD is preferred. Strong technical writing, communication, and presentation skills. Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint. Ability to manage multiple priorities and projects simultaneously. Ability to supervise, mentor, and evaluate engineering personnel. Strong analytical, organizational, and problem-solving abilities. Ability to establish and maintain effective working relationships with internal staff, public officials, consultants, contractors, and the public. Qualifications: Bachelor’s degree in Civil Engineering or a closely related engineering discipline. Minimum of five (5) years of relevant NJ transportation experience, including: Traffic operations analysis and interpretation of traffic data Traffic signal systems and traffic control design Maintenance and protection of traffic (MPT) and detour planning Preparation of technical specifications and scopes of work for roadway, bridges and intersection improvement projects Professional Traffic Operations Engineer (PTOE) Certification preferred. Required Certifications and Licenses: Professional Engineer (P.E.) License in the State of New Jersey. Valid New Jersey Driver’s License. The anticipated starting base pay for this position is: $75,000 - $120,000 per year, depending on experience and qualifications.
