The Executive Deputy Commissioner of Administration serves as a senior executive leader and strategic advisor to the Commissioner, overseeing the agency’s core administrative and operational functions, including financial operations, budget, procurement, contracting, M/WBE, human resources, and related support services.
The EDC of Administration provides executive leadership for an agency of approximately of 1,200 employees, an annual operating budget of $179 million, and a capital construction portfolio exceeding $33 billion. Working in close partnership with the Commissioner and the executive leadership team, the EDC of Administration plays a critical role in advancing agency priorities, strengthening operational performance, and ensuring effective stewardship of public resources.
The EDC of Administration serves as the agency’s lead representative on financial, budgetary, staffing, and operational matters with the Office of Management and Budget (OMB), City Hall, and other city and state partners.
Key responsibilities include
- Overseeing agency-wide financial operations including budget planning, fiscal management, and other administrative functions.
- Directing development and implementation of Financial Plan initiatives, including savings programs, new needs requests, and long-term fiscal strategies.
- Providing executive oversight of procurement planning and implementation in partnership with the Agency Chief Contracting Officer (ACCO), including management of procurement schedules and Commissioner-priority initiatives.
- Monitoring agency performance metrics and driving operational improvements through data-informed decision-making and strategic analysis.
- Coordinating with internal divisions to ensure alignment of funding, staffing, and operational priorities.
- Ensuring timely advancement of capital project delivery milestones and facilitating resolution of contract, payment, change order, and related operational issues.
- Leading human resources strategy and operations, including oversight of hiring and promotion actions, workforce planning, talent development, succession planning, and organizational effectiveness initiatives.
- Supporting cross-functional coordination and fostering collaboration across agency divisions to advance strategic priorities and operational excellence.

- Bachelor’s degree from an accredited college, and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position, at least 18 months of which must have been in an administrative, managerial, consultative, or executive capacity or supervising personnel, or activities related to the duties of the position; or
- A combination of education and/or experience equivalent to “1” above. However, all candidates must have the 18 months of administrative, managerial, executive, consultative, or supervisory experience as stated in “1” above.
