Job Description Summary
The External Workforce Operations Leader will own the strategy, operational execution, governance, and business outcomes of GE HealthCare’s external workforce ecosystem across channel partners, service sales agencies and outsourced core labor vendors. This role is responsible for developing a scalable operational framework that enables workforce flexibility, cost optimization, service delivery excellence, and strategic vendor performance across the USCAN region.This leader will serve as the primary operational interface between internal stakeholders and external workforce partners, driving operational rigor, workforce planning, partner enablement, compliance, financial management, and continuous improvement initiatives. The ideal candidate combines strategic thinking, operational excellence, supplier management expertise, and strong cross-functional leadership capabilities.

Job Description
Key Responsibilities
Strategic Planning & Operations
Develop and implement strategic plans, operating model, and roadmap for channel partners and core outsourced service providers, aligned with business and service objectives.
Establish scalable frameworks to enable effective outsourced labor and partner delivery models.
Support workforce capacity strategy and external vs internal mix optimization, ensuring alignment to demand, service execution, and cost targets
Collaborate with business leaders to align external workforce strategies with growth priorities and operational needs.
Partner with procurement, finance, and legal teams to negotiate, manage, and optimize vendor contracts and commercial terms.
Vendor & Channel Partner Relationship Management
Build and maintain strong strategic relationships with channel partners and outsourced service providers, ensuring clear communication, training and alignment on business objectives as well as escalation support.
Distinguish and optimize engagement models across channel partners (capability expansion) and outsourced service providers (capacity flexibility)
Establish metrics, targets, and KPIs to monitor performance and outcomes, identify areas for improvement, and drive success - encompassing areas such as quality, responsiveness, and cost.
Lead quarterly business reviews (QBRs) and executive operational reviews with external partners.
Partner with procurement, finance, and legal teams to negotiate, manage, and optimize vendor contracts and commercial terms.
Operational Excellence & Workforce Enablement
Influence and implement tools, systems, and standard operating procedures to improve operational efficiency, visibility, and scalability.
Streamline onboarding, training, enablement, and support processes for external workforce partners.
Serve as the operational subject matter expert for process improvement initiatives and Kaizen events.
Risk Management & Governance
Establish governance processes that ensure program integrity, operational consistency, and compliance across the external workforce network.
Identify operational and business continuity risks and develop mitigation strategies to minimize service disruptions.
Ensure adherence to safety, quality, and operational standards across all external workforce partners.
Cross-Functional Leadership
Collaborate with Service, Operations, Finance, Procurement, Product, Sales, Commercial Excellence, IT and HR teams to ensure seamless integration of external workforce strategies.
Support operational transformation initiatives, and evolving business priorities.
Act as a liaison between internal stakeholders and external partners to facilitate alignment, communication, and issue resolution.
Qualifications
Required Qualifications
Bachelor’s degree in Business, Engineering, Healthcare Administration, or related field.
Minimum of 8 years of experience in healthcare service operations, field service leadership, or operational strategy.
Demonstrated experience leading cross-functional operational initiatives in a matrixed organization.
Strong operational leadership, process improvement, and execution management skills.
Experience partnering directly with field operations and service delivery teams.
Strong analytical, communication, and stakeholder management capabilities.
Preferred Qualifications
Experience within healthcare technology or imaging service operations.
Knowledge of service delivery environments, workforce, and operational challenges.
Experience with Lean, continuous improvement, or operational excellence methodologies.
Familiarity with enterprise healthcare customers and IDN operational environments.
