Job description

Position Summary: The Kenjya-Trusant Group, LLC (KTG) is seeking a Senior Program Analyst (Knowledge Manager) to provide USCYBERCOM with SETA support to include the application of cyber acquisition and program management expertise resulting in superior performance of command-wide programs and operations. Our support furthers the USCYBERCOM mission to unify the direction of cyberspace operations, strengthen DoD cyberspace capabilities, and integrate and bolster DoD's cyber expertise.

Essential Job Functions:

  • Coordinate with stakeholders and develop cost estimates, cost assumptions, cost models, and conduct cost analysis to assist in the formulation of the Program Objective Memorandum (POM) (or comparable documents) aligned with Service Program Guidance (SPG), Defense Planning Guidance (DPG), DoD Chief Information Office (CIO) Capability Planning Guidance, or other similar guidance materials.
  • Define the scope of, and conduct affordability research, and cost-benefit analysis studies, and develop research reports that include analysis and recommendations on actions that could be taken as a result of the research.
  • Conduct econometrics and valuation determinations of planned and programmed resources and provide white papers describing the input, findings, analysis, and recommendations.
  • Derive and assist in developing justification for fiscal projections and conclusions in situations where precedents and actual information are not available or applicable.
  • Assist in the congressional budget process by developing budget briefings for principal staff members.
  • Assist in providing input for accountability and audit activities (Government Accountability Office (GAO), DoD IG, etc.).

Minimum Required Qualifications:

  • Due to the nature of this position and the information that employees will be required to access; U.S. Citizenship is required.
  • Bachelor's Degree and minimum of 10 years of experience as a Senior Program Analyst, Program Management Analyst, or a similar role.
  • Required Secret Clearance: TS/SCI w/ Poly.
  • Verified experience with the Department of War Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Demonstrated proficiency in producing clear, coherent, and analytically structured written products.
  • Experience supporting large financial/programmatic portfolios and time-sensitive workflows.
  • Proficiency with Microsoft 365, including Power BI and data-visualization platforms.
  • Experience with:
    • SNAP-IT or similar federal IT investment systems
    • BES certification packages and CPG requirements
    • Taxonomy management and integration
  • Federal budget formulation and CIO-level reporting cycles
  • Ability to prepare structured data packages with rigorous version control and traceability.
  • Working knowledge of AI-enabled tools (e.g., data-quality automation, document-generation tools, workflow optimization platforms).
  • Candidates must have:
    • Advanced analytical skills, including the ability to evaluate IT investment data, identify discrepancies, and ensure alignment with DoW CIO and USCYBERCOM guidance.
    • Exceptional attention to detail, with minimal error tolerance for SNAP-IT and CIO-directed submissions.
    • Strong written communication skills, including the ability to draft impact statements, risk narratives, and decision-quality summaries.
    • Ability to interpret and apply DoW CIO, OMB, OSW(PCA), and USCYBERCOM reporting requirements, including evolving guidance and suspense-driven processes.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is: $125,000 - $172,000.
