Job description
STV is seeking a Legislative and Public Agency Liaison to join our growing Florida transportation team.
The Legislative and Public Agency Liaison serves as a strategic representative for the firm across Florida, building and maintaining relationships with state and local agencies, elected officials, and key stakeholders involved in transportation infrastructure programs. This position plays a critical role in aligning transportation design initiatives with evolving legislative priorities, regulatory requirements, and funding opportunities, particularly with the Florida Department of Transportation (FDOT), Florida’s Turnpike Enterprise, and municipal and county agencies. This role also works closely with Public Involvement (PI) specialists and technical teams to support stakeholder outreach, agency coordination, and alignment with legislative priorities. The position will play an active role in facilitating communication, participating in meetings, and helping translate policy and stakeholder input into actionable project insights.
Key Responsibilities
Legislative & Government Relations
Monitor and analyze state and local legislative activity impacting transportation funding, policy, and project delivery.
Serve as a primary point of contact between the firm and elected officials, legislative staff, and policy advisors.
Coordinate messaging and provide briefings to leadership on legislative developments and potential impacts to project pursuits and delivery.
Support advocacy efforts related to transportation funding, authorization programs, and infrastructure initiatives.
Public Agency Coordination
Build and maintain strong, long-term relationships with FDOT District leadership, Turnpike Enterprise representatives, MPOs/TPOs, and City/County agencies.
Facilitate coordination between internal project teams and public agency staff to support efficient project delivery and issue resolution.
Represent the firm at agency meetings, workshops, and industry events to maintain visibility and strengthen client relationships.
Develop and maintain relationships with key external stakeholders, including industry associations (ACEC, WTS, etc.), community leaders, and advocacy groups.
Support alignment with agency standards, procedures, and expectations across design and project development phases.
Business Development & Strategic Positioning
Identify upcoming transportation programs, funding opportunities, and legislative priorities that align with firm capabilities.
Support pursuit strategies by providing insight into agency priorities, political considerations, and stakeholder dynamics.
Assist with teaming strategies, positioning, and relationship-building efforts for major pursuits across Florida.
Collaborate with marketing and technical teams to develop messaging aligned with public agency goals and priorities.
Public Involvement & Communications Support
Collaborate with PI specialists to develop and deliver clear, consistent messaging for stakeholders, agencies, and public audiences.
Support preparation of meeting materials, presentations, and summaries to communicate technical information in an accessible manner.
Assist project teams with navigating stakeholder concerns related to legislative or policy implications.
Assist with documenting stakeholder input and coordinating responses in partnership with PI teams.
Internal Coordination & Advisory
Advise project managers and leadership on agency expectations, legislative risks, and political considerations that may affect project delivery.
Collaborate with multidisciplinary teams (planning, PD&E, engineering) to ensure alignment with regulatory and policy frameworks.
Support corporate initiatives related to client engagement, visibility, and growth in Florida’s transportation market.
Qualifications
Required:
Bachelor’s degree in Public Administration, Communications, Planning, Engineering, or a related field.
20+ years of experience in transportation, government relations, public involvement, or agency coordination.
Working knowledge of FDOT processes and experience coordinating with public agencies in Florida.
Experience participating in stakeholder, public, and agency meetings related to infrastructure projects.
Existing relationships with FDOT Districts, Turnpike Enterprise, MPOs/TPOs, or local governments.
Strong communication, facilitation, and relationship-building skills.

Compensation Range:
