We are seeking a highly skilled and strategic Business Solution Architect to lead the design of innovative, compliant, and competitive solutions for federal and state healthcare opportunities.
This role partners with capture, systems engineers, and proposal teams to translate complex healthcare mission requirements (e.g., CMS, CDC, Medicaid/Medicare, public health systems) into cohesive, scalable, and high-impact solution designs.
The Business Solution Architect plays a critical role throughout the opportunity lifecycle—from requirements analysis and solution strategy to proposal development and client presentations—serving as the solution authority and trusted advisor to internal stakeholders and clients.
Key Responsibilities
- Lead solutioning across capture and proposal lifecycle (RFP analysis, solution design, submission, orals)
- Analyze client business, operational, and technical requirements and translate them into end-to-end solution architectures
- Design integrated solutions that align with enterprise architecture, industry standards, and client objectives, addressing both functional and non-functional requirements
- Evaluate technology options and recommend the optimal combination of platforms, tools, and services based on scalability, security, and cost considerations
- Design solutions leveraging cloud, data/analytics, interoperability (FHIR/HL7), and cybersecurity
- Collaborate with capture, pricing, technology, sales, and delivery teams to develop integrated solutions, including staffing models, basis of estimates (BOEs), proposal artifacts, CONOPS architecture diagrams, and implementation strategies
- Ensure compliance with HIPAA, CMS/MITA, FAR, and federal security standards
- Contribute to win themes, discriminators, and client presentations
- Serve as a trusted advisor to internal and external stakeholders, translating complex technical concepts into clear, business-focused messaging
- Identify and mitigate technical and operational risks associated with proposed solutions
Required Qualifications
- 7+ years in solution architecture, account management, consulting, business process design, or technical leadership with a focus on government or HHS programs
- Experience supporting state or federal HHS programs and proposal efforts
- Knowledge of healthcare systems (CMS, Medicaid/Medicare, Affordable Care Act, SNAP/TANF programs, public health programs) including claims processing, eligibility, provider, and member enrollment
- Experience with cloud platforms (AWS/Azure/GCP) and modern architectures
- Familiarity with health data standards (FHIR, HL7, EDI/X12)
- Strong technical writing and ability to translate complex concepts into proposal content
- Familiarity with regulatory and compliance frameworks (e.g., FedRAMP, NIST, HIPAA, CMS MARS-E) is highly desirable.
- Excellent communication and stakeholder engagement skills
Preferred Qualifications
- Experience in government, healthcare, or regulated industries (e.g., Medicaid, HHS programs)
- Experience with medical claims processing technologies, CRM/contact center platforms
- Familiarity with cloud technologies and system integrations
- Knowledge of HHS regulatory environments (CMS, ARC/AMPE, HIPAA)
- Experience with proposal methodologies (e.g., Shipley) and federal/state procurement processes
- Knowledge of DevSecOps, Zero Trust, or digital transformation in healthcare
- Prior success on winning government state and federal contracts

For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. In addition, Conduent provides a variety of benefits to employees including health insurance coverage, voluntary dental and vision programs, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO) or vacation and/or sick time. The estimated salary range for this role is ($106,722 – $138,600).
