General Summary:

Responsible for supervising the programs and activities of Signal Systems personnel engaged in Signal Systems maintenance and for the complex Signal System testing, upgrades, and repairs for the Signal Systems Section. Performs programming of programmable microprocessor based signal equipment and high level mandated system tests for Dallas Area Rapid Transit's (DART) Ways, Structures & Amenities Division.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Performs complex duties related to technical area of assignment; responsible for highly complex maintenance projects, and acts as COTR; develops cost estimates, schedules and budgets.

• Oversees personnel maintaining DARTs Signal Systems; assist in development and training of Signal Maintainers.

• Installs, repairs, maintains, and removes/replaces components of the signal system, which include all associated signal equipment, such as highway grade crossing equipment, interlocking devices, cab signaling equipment (ATP), train to wayside (TWC), vital/non-vital processors, fiber optic network, power distribution centers, UPS (uninterruptible power supplies), and other signal apparatus related to rail service.

• Performs necessary programming of microprocessor based Signal System components, and perform complex tests on Signal Systems.

• Interprets circuit configurations and integrated circuit flow diagrams to develop and implement effective solutions for operational faults of Signal subsystems and components.

• Develops, monitors, and maintains pertinent documentation associated with the preventative maintenance program for the Signal Systems Section; prepares a variety of reports for management review.

• Oversees the Signal Systems Section databases/work order system; schedule, oversee, and monitor assignments to optimize utilization of signal workforce; monitor the performance of detailed maintenance assignments.

• Oversees system performance and provides solutions to problems.

• Develops, maintains, and monitors spare parts inventory, equipment, tools, test equipment, and safety equipment.

• Acts as liaison between Maintenance Department, Government Agencies, and internal/external contacts involved in signal system maintenance or signal operations, DART Projects and Build-out Expansions.

• Writes Work instructions for work performed within the section.

• Promotes and enforces established training, safety practices and procedures, and takes precautions as needed.

• Complies with AREMA, FRA, APTA, and FTA rules and regulations.

• Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

• Associates degree from an accredited college, university or technical institute in Business Administration, Computer Science, Rail Technology, Rail Signal Systems, or other related technical fields.

• Five (5) years progressive signal maintenance, repair, installation, and or electrical experience in a rail transit or Class I railroad environment to include two (2) years experience overseeing the work of subordinate staff engaged in signal system maintenance and/or construction and electrical activities.

• Must obtain and maintain certifications in compliance with all state and federal regulations applicable to this position.

• Must have a valid Drivers License Class-C, and be able to obtain a Texas Commercial Drivers License (CDL) Class-A Restricted within 90 days of employment; no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

• Applicants/employees must pass and maintain a Department of Transportation (DOT) physical (medical) examination including pre-employment drug test and must submit to Federal Transportation Administration-required random drug/alcohol testing as a condition of continued employment.

• Must work in a safe manner and constant state of alertness.

• Knowledge of departmental policies and procedures.

• Must be able to orally communicate in an effective manner with the public, co-workers, supervisors and managers to ensure efficient operations; to promote safety; and to respond to emergencies. Must also be able to read and comprehend a variety of work related/required technical manuals, safety rules and regulations.

• Analytical skills to solve highly complex civil, mechanical, electrical, and technical problems.

• Ability to analyze, interpret, research history and communicate re-occurring problems to prevent future problems or to resolve complaints.

• Personal computer (PC), software applications to include MS Office (Word, Excel, Access).

• An applicable business acumen, providing analytic and creative skills to find solutions to interpersonal, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.

• Ability to manage and deal equitably and effectively with all races, nationalities, cultures, disabilities, ages and genders.

• Subject to 24 hour call-in for emergency or unusual conditions; required to work various shifts.

• Ability to be mobile frequently 50-75% of work time, exert moderate physical effort while standing, walking or lifting materials/tools/objects weighing up to 100 pounds.

• Operates DART non-revenue vehicles as required such as crane and bucket truck, flatbed, trailers, etc.

WORKING CONDITIONS:
Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
