About the job

The European Commission is seeking an experienced IT Project Manager to lead the deployment and adoption of the PARAGON security and crisis managemnent IT platform, developed by the Belgian National Cybersecurity Coordination Centre (NCCN), within the Commission's operational security team.

The successful candidate will coordinate the implementation of this strategic operational security capability across multiple services and stakeholders, ensuring alignment with Commission security requirements, operational needs, and governance frameworks.

Key Responsibilities

  • Lead the end-to-end implementation of the PARAGON platform within the European Commission.
  • Develop and maintain the project roadmap, implementation plan, milestones, and deliverables.
  • Coordinate technical and operational stakeholders across DGs, security services, infrastructure teams, and external partners.
  • Act as the primary liaison between the European Commission and the Belgian NCCN regarding technical, operational, and governance aspects of the project.
  • Ensure the integration of PARAGON with existing cybersecurity, monitoring, incident response, and operational security processes.
  • Manage project risks, dependencies, issues, and mitigation actions.
  • Coordinate testing, validation, acceptance, and rollout activities.
  • Organise project governance meetings, steering committees, and reporting activities.
  • Monitor project progress and ensure delivery within agreed scope, timeline, and budget.
  • Support change management, communication, training, and user adoption activities.
  • Ensure compliance with European Commission security policies, data protection requirements, and relevant cybersecurity frameworks.
  • Contribute to the definition of operational procedures, service management processes, and long-term sustainability of the solution.
  • Coordinate a small project team and external contractors involved in the implementation.

Profile requirements

  • Minimum 5 years of experience in IT project management, preferably within large public-sector or international organisations.
  • Experience working within European Institutions (European Commission, Council, Parliament, Agencies, etc.).
  • Proven experience managing complex IT transformation, infrastructure, or cybersecurity projects.
  • Strong understanding of cybersecurity operations, security monitoring, incident response, and security governance concepts.
  • Experience coordinating multiple stakeholders in a multicultural and politically sensitive environment.
  • Familiarity with EU cybersecurity initiatives, security frameworks, and inter-institutional cooperation mechanisms is an asset.
  • Experience with project management methodologies such as PM², PRINCE2, PMP, Agile, or equivalent.
  • Knowledge of ITIL service management principles is desirable.
  • Excellent communication, presentation, and stakeholder management skills.
  • Ability to translate business and security requirements into actionable project plans.
  • Strong organisational, analytical, and leadership skills.
  • Excellent command of English; knowledge of French and/or Dutch are considered an advantage.

Desired Assets

  • Strong interest and experience with Security Operations Centres (SOC), cyber threat intelligence, incident management, or cyber crisis management environments.
  • Experience implementing cybersecurity platforms or security information-sharing solutions.
  • Knowledge of EU cybersecurity policy and governance frameworks.
  • Previous collaboration with national cybersecurity authorities, CERTs, CSIRTs, or EU cybersecurity bodies.
