The Senior Transportation Planner is part of a team in the Transportation & Engineering division that is responsible for the operation of the County’s multimodal roadway system and the development of policies and plans to guide transportation investments. The team operates traffic signals, produces and implements transportation plans, conducts safety analyses, provides development review feedback, manages traffic data and records, responds to citizen concerns, and develops sources of revenue and grants.
This position is primarily responsible for coordinating the Transportation & Engineering, Road & Bridge, and Planning & Zoning divisions in the implementation of transportation infrastructure.
Coordination efforts include:
Acting as the primary point of contact for development review application questions.
Attending Planning & Zoning’s weekly Planning Engineering Meetings to provide consistent information and feedback on development review cases.
Ensuring the County’s Transportation Design and Construction Manual (TDCM) Design and Technical Criteria, Road & Bridge maintenance considerations, and Section 15 of the Land Development Regulations (LDR) are consistently implemented across development review applications.
Meeting with Road & Bridge district supervisors (including on-site) to discuss development review applications, planned or active transportation infrastructure projects, and/or active transportation infrastructure maintenance.
Meeting with outside agencies, such as CDOT, municipalities, and local districts to coordinate planning and construction for improvement projects.
In addition to coordinating county transportation objectives, the Senior Transportation Planner will perform complex professional work in transportation planning, coordinate with other agencies, review plans for conformance with policies and regulations, respond to citizen inquiries, assist in the development of policies and plans, provide technical assistance to others in the organization, coordinate bicycle and pedestrian facility planning efforts, and other assigned tasks. This position must be able to pivot based on various priorities with traffic requests, development reviews and act as the subject matter expert on larger master plan projects.
SCHEDULE:
The Transportation Operations & Planning Team follows a hybrid and flexible work schedule that requires only one to two days in the office each week and the option to work a four-day week, Monday through Thursday. The Team accommodates additional in-person meetings Monday through Thursday, as needed. This position will have regular, but infrequent, on-site meetings with Road & Bridge district supervisors.
COMPENSATION:
Hiring Range: $89,000 - $114,000 USD Annual
Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES:
The Senior Transportation Planner will:
Provide excellent customer service for assigned citizen inquiries regarding transportation safety, planning, and multimodal facilities. Work involves evaluating existing transportation and roadway elements, preparing and coordinating work orders, assigning field tasks to the traffic technician, reviewing traffic data collection, and making recommendations.
Coordinate with other County staff and Divisions to ensure that maintenance practices, development review, design/construction standards, land development regulations and other activities support walking and bicycling.
Act as primary reviewer of site development plans, minor plats, and roadway construction sheets for proposed transportation facilities in development applications, capital improvement projects, safety projects, and maintenance projects. Coordinate closely with Road and Bridge to ensure all Planning and Zoning requirements are met. Support engineers in review of trip generation information and other data collected.
Organize, attend, and lead coordination meetings between County Divisions and staff to facilitate maintenance, improvement, and development project planning.
Assist in the management and implementation of transportation plans and planning activities; solicit input from the public and other stakeholder groups; evaluate and recommend changes as appropriate.
Create GIS-based maps and integrate with the County’s GIS efforts.
Research and implement pilot programs which test new approaches to design, encouragement programs, travel demand management efforts, and other efforts to increase walking, bicycling, and transit ridership.
Research alternative funding sources including grants, coordinate with neighboring jurisdictions on joint grant applications, and/or prepare applications as directed.
Attend regional planning forums, such as RTD and DRCOG, on transportation-related issues.
Provide information and assistance to schools regarding transportation operations, bicycle and pedestrian safety, plans, and designs.
Prepare and/or present at staff meetings, Planning Commission hearings, and/or Board of County Commissioner hearings. Tasks may include responding to questions or concerns from stakeholders and participating in community meetings.
Update Transportation and Engineering Division Website to provide informational and educational materials regarding multi-modal rules of the road and safety.
QUALIFICATIONS:

Minimum Qualifications:
Bachelor’s degree in planning, urban planning, engineering or directly related field from an accredited college and at least five years of transportation planning work experience, or any equivalent combination of education and experience.
Expert in transportation planning principles, concepts, standards, and practices.
Ability to manage transportation-related projects, roadway design processes, and uphold local, state, and federal regulations.
Position requires occasional local travel.

Preferred knowledge, skills and abilities:
Master's degree in Urban and Regional Planning or similar field of study.
Seven years of work experience highly preferred.
Experience using ArcGIS/ArcPro/ArcOnline and Microsoft Office Suite (Outlook, Teams, Excel, Word).
Experience in reviewing technical transportation elements of development applications.
Knowledge of Manual on Uniform Traffic Control Devices (MUTCD) standards.
American Institute of Certified Planners (AICP) Certification and American Planning Association (APA) membership.

Additional Job Information:
