Job Description

Role Summary: The TPEO COO Office is seeking an Assistant Vice President, Project Delivery & Operations to play a leadership role within the Strategy & Business Management Office (SBMO), supporting Technology Platform Engineering & Operations (TPEO) and the broader GTS organization. In this role, you will partner directly with TPEO's COO, CTO, and senior leadership to shape, drive, and deliver strategic operational priorities across SBMO’s core pillars, Governance, Finance, and Engagement, owning critical functions including engagement strategy, executive reporting, operational metrics, and the development of executive communications and content that enable leadership effectiveness across TPEO and GTS. This role operates at the intersection of strategy, execution, and leadership enablement, requiring strong judgment, executive presence, and the ability to translate complex data and priorities into clear, structured, and actionable outputs.

Key Responsibilities

Financial Operations & Planning

  • Support the TPEO COO in financial planning and budget management, including preparation and coordination of inputs for the annual corporate budget process, mid-year forecasts, and monthly finance reviews.
  • Own and maintain spend tracking and cost categorization across TPEO, while managing financial oversight processes including submission coordination, approval tracking, and proactive identification of risks and variances.
  • Support demand planning and resource allocation by compiling data, developing business cases, and providing analysis that informs investment decisions.
  • Prepare and deliver financial reporting and materials for leadership, including analysis of budget variances, risks and opportunities, and vendor spend insights.

Reporting & Process Optimization

  • Own TPEO's reporting function, including the design, delivery, and continuous improvement of reporting processes across business lines.
  • Identify inefficiencies in current workflows and implement streamlined, standardized processes that reduce manual effort and improve consistency across the enterprise.
  • Establish reporting cadences and frameworks that scale across teams and ensure leadership has timely, accurate, and decision-ready information.
  • Drive alignment on reporting standards across TPEO and partner organizations to reduce duplication and increase efficiency.

OKR & Metric Analysis / Productivity Insights

  • Lead OKR and metric analysis for TPEO, providing oversight and strategic input on how goals are structured, tracked, and measured.
  • Review performance data with the team to identify trends, surface insights, and drive productivity improvements.
  • Translate analysis into clear recommendations that connect operational performance to strategic outcomes and identify opportunities to restructure or streamline how the organization operates.

Strategic Leadership & Delivery

  • Lead the planning and execution of high-priority TPEO and GTS initiatives, ensuring alignment with leadership objectives.
  • Define delivery strategies and execution approaches for complex, multi-workstream programs.
  • Drive accountability across stakeholders, ensuring progress, resolving blockers, and delivering measurable outcomes

Continuous Improvement & Transformation

  • Champion a culture of operational excellence and continuous improvement across TPEO.
  • Lead initiatives that drive efficiency, automation, and process standardization.
  • Identify and implement tools and approaches that modernize how the team operates including new ways to incorporate AI processes

Engagement Strategy & Execution

  • Own the end-to-end engagement strategy for TPEO, spanning digital channels, internal communications, events, and leadership forums.
  • Lead the planning and execution of key organizational events including Town Halls, Extended Leadership meetings, QA sessions, and other forums that drive transparency, alignment, and connection across TPEO.
  • Define and manage the communications calendar, ensuring consistent and impactful messaging through digital platforms (SharePoint, Viva Engage, distribution lists, etc.).
  • Continuously evaluate engagement effectiveness and evolve the strategy to meet the needs of a growing, distributed organization.

Executive Communications & Content Strategy

  • Translate complex strategic data, metrics, and organizational information into clear, structured, executive-ready materials that support leadership decision-making.
  • Synthesize inputs from multiple sources into concise, targeted narratives for senior audiences, regulators, and cross-organizational forums.
  • Own the development of executive briefings, leadership presentations, regulator/risk materials, and key stakeholder communications.
  • Establish and maintain standardized templates and frameworks for decks, reporting packages, briefing documents, and engagement materials, reducing rework and ensuring consistency across TPEO and GTS.

Required Qualifications

  • Bachelor's degree in Business, Management, Information Systems, Communications, or a related field.
  • 3–5+ years of experience in operations, program management, management consulting, communications, or a related field.
  • Strong ability to structure and produce executive-ready content that translates complex information into clear, actionable formats.
  • Demonstrated ability to operate in ambiguity, influence stakeholders, and drive alignment across organizations.
  • Proficiency with Excel, PowerPoint, SharePoint, Teams, and collaboration/reporting tools.

Preferred Qualifications

  • Proficiency with Jira, Power BI, PowerApps, and AI prompt engineering.
  • Strong executive communication skills, with experience supporting senior leadership (CTO/COO level preferred).
  • Experience with OKR/metric frameworks, reporting processes, and data-driven decision support.

The Technology Platform Engineering & Operations (TPEO) COO Office is a small, high-impact team within GTS that supports TPEO’s senior leadership (the CTO and COO) in running the business of technology. We operate at the intersection of strategy and execution, turning high-level objectives into actionable programs and processes. Minimum Salary

zł182,004 Annual

The minimum salary quoted above applies to the role in the primary location specified. If the candidate ultimately works outside of this primary location, the applicable minimum salary may differ.

Salary will be determined based on factors such as the position, type of work performed, individual skills, job description, working hours, diligence, initiative, self-management, length of employment, availability, and the quantity and quality of work delivered, as well as other objective and non-discriminatory criteria relevant to State Street employees.

In addition to salary, employees are eligible to be considered for discretionary annual performance-based awards.
