Job purpose
The positions main objective to improve Road safety within Majnoon, and increase awareness of safe transport operations through effective behavior change, contractor involvement, key observation techniques, monitoring, reporting and enforcement of the Majnoon Road Safety Standards, Policies, Procedures and Rules.
Provide HSE advice and support for the company’s road safety activities, appraisal and development phase in project implementation and drive compliance with local HSSE regulations and the standards adopted by the Project in Road Safety (Life Saving Rules, other International standards & best practices).
Implement risk controls for managing Road Safety performance through work procedures and provide training and awareness on Road Safety matters to employees of the MFD.
Duties and responsibilities
- Ability to work in a diverse environment in which cultural differences and conflicting objectives may compete for attention.
- Be able to work with a local national work force and provide training to more senior persons in the organization in a constructive and productive manner. The incumbent will need to work closely with their counterparts within the project to implement the site road safety plans.
- Must be motivated and a self-starter with leadership abilities and a "can do" attitude.
- Promote the adoption and adherence to international HSE standards, performance and attitudes, and achievement of Majnoon HSE standards.
- Proven ability to work with contractors working in a weak HSE culture environment, (may need to work with and develop red-banded contractors – as per HSE capability assessment and improve their HSE systems and people to meet minimum critical company requirements).
- Must be an individual with strong interpersonal skills and emotional stability.
- Gaining the trust and support of Contractors and Drivers in order to change Driver behavior.
- Delivering leadership and personnel development for the RS Team Members.
- Responding to any reports of poor driving behavior within the field.
- The primary accountabilities for the Road Safety Lead are to:
- Provide HSE advice and support in identifying, assessing, mitigating and managing risks in the company’s Road Safety activities to ALARP as part of the HEMP process of HSE-MS.
- Provide key inputs in the development and implementation of strategies and plans for the effective delivery of HSE performance and embedding of HSE culture within the context of Road Safety.
- Provide full support concerning inquires about Operational Road Safety requirements.
- Ac ton reports concerning Road Safety performance or compliance requirements where required.
- Participate in incident investigations and support follow-up of actions from incident investigations, audits or management reviews.
- Support the Field Logistics Manager with the implementation of the road transport case. This should include ongoing compliance.
- Prepare or keep up to date specific Road Safety related work methods and work procedures/instructions where required.
- Prepare and support Job Hazards Analyses as part of the PTW process – (Traffic Management plans).
- Liaise where necessary ‘Assets Engineering’ or maintenance team to identify ongoing and potential road issues which include road condition, repairs, design, signage and continuity of procedures.
