Cluster Manager, Cleaning and Waste:
Reporting to the Head of Cleaning and Waste, the Cluster Manager, Cleaning and Waste is responsible for planning, coordinating, and delivering cleaning and waste operations across an assigned cluster of Olympic and Paralympic venues.
As the primary CNW lead for their venue cluster, this role oversees contractor performance, service delivery, operational planning, issue resolution, and Games-time execution. The Cluster Manager works closely with Venue Management, Sustainability, Food & Beverage, Logistics, Security, and other Functional Areas to support safe, efficient, and consistent venue operations
Key Responsibilities:
Program Planning & Operational Readiness
- Lead planning and operational integration activities across an assigned venue cluster.
- Develop and maintain venue-specific cleaning and waste management plans aligned with the overall CNW operating model.
- Identify operational requirements, risks, dependencies, and resource needs.
- Develop contingency plans for service disruptions, sanitation issues, waste overflow, and emergency response situations.
- Integrate cleaning and waste operations into venue planning, test events, and operational exercises.
- Participate in venue assessments, site visits, and planning workshops.
Venue Operations & Service Delivery
- Oversee delivery of cleaning and waste services across assigned venues throughout planning, testing, and Games-time operations.
- Manage contractor performance against service levels, contractual requirements, and key performance indicators.
- Conduct venue inspections and operational reviews to verify service quality.
- Coordinate corrective actions and recovery plans for identified service deficiencies.
- Ensure appropriate service coverage across front-of-house, back-of-house, and operational support areas.
- Monitor operational performance, service trends, and emerging risks.
- Support workforce planning, mobilization, and venue-level staffing coordination activities.
Stakeholder Management & Functional Area Integration
- Serve as the primary CNW representative and operational lead for assigned venue clusters.
- Partner with Venue Management, Sustainability, Food & Beverage, Logistics, Security, Overlay, Workforce, Medical, and other Functional Areas as required.
- Collaborate with venue owners, city agencies, contractors, and service providers to support integrated venue delivery.
- Align service expectations, operational requirements, and key milestones across stakeholders.
- Facilitate coordination meetings and issue resolution efforts.
Waste Performance & Operational Compliance
- Support execution of venue waste management strategies, diversion objectives, and regulatory requirements.
- Monitor waste collection, hauling, diversion performance, contamination levels, and waste compound operations.
- Partner with Sustainability and Food & Beverage teams on operational initiatives related to recycling, composting, reuse, and material recovery.
- Ensure compliance with applicable local, state, and federal regulations.
- Identify opportunities to improve operational efficiency and diversion performance.
Data, Reporting & Performance Management
- Maintain venue documentation, action logs, issue trackers, and operational records.
- Track and report key performance indicators including service levels, response times, waste volumes, diversion performance, contamination rates, and operational issues.
- Provide timely reporting throughout planning, testing, and Games-time operations.
- Support development of dashboards, leadership updates, and post-event assessments.
Games-Time Leadership
- Lead CNW operations across assigned venue clusters during Games-time delivery.
- Serve as the escalation point for venue-level operational issues.
- Coordinate contractors, venue teams, and Functional Area partners to resolve operational challenges in real time.
- Monitor service delivery and contractor performance.
- Support operational briefings, shift transitions, incident management, and daily reporting.
- Ensure consistent execution of CNW standards across assigned venues and provide direction to venue-level resources, contractors, and operational partners as required.

- Ability to manage contractor performance, service levels, and operational deliverables.
- Ability to manage multiple venues, priorities, and workstreams simultaneously.
- Demonstrated problem-solving skills and ability to operate effectively in a fast-paced environment.
- Knowledge of cleaning operations, waste management, diversion programs, recycling, composting, and contamination reduction practices preferred.
- Commitment to operational excellence, safety, and continuous improvement.
Experience
- 5+ years in venue operations, event operations, facilities management, environmental services, waste management, logistics, hospitality, or related operational disciplines.
- Experience managing contractors, vendors, and service providers in complex operational environments.
- Experience managing service contracts, performance standards, and operational deliverables.
- Experience leading cross-functional teams and stakeholders to deliver operational outcomes.
- Sports, entertainment, convention center, hospitality, or major event experience preferred.
- Olympic, Paralympic, or other major event experience preferred.
Education:
- Bachelor's degree in business, Operations, Hospitality, Event Management, Logistics, Environmental Science, or a related field preferred
- Equivalent combination of education, training, and relevant experience will be considered
- OSHA 10/30, ISSA, facilities management, waste management, or sustainability-related certifications preferred
Physical Requirements and Working Conditions:
- The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.
- The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment.
- Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.
- Perform other duties as required; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games.
The annual base salary range for this position is $88,000.00 - $115,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
