Overview
This position is responsible for managing the vision and strategy of the Transmission Right of Way (ROW) and Real Estate Organization by developing, implementing and refining internal process and procedures. The objective of this position is to assure that transmission ROW and Real Estate work within T&S is completed in accordance with applicable external and internal requirements while meeting project scope, schedule, and budget. Supervises the ROW and real estate organization in the acquisition of rights-of-way, land acquisition, and substation sites; in addition to managing transmission right-of-way and fee owned encroachments, violations, and mitigations programs. The position requires technical and professional knowledge of ROW, real estate, Pennsylvania and Rhode Island Utility Commission regulations and must be capable of testifying at hearings; interpersonal and negotiation skills necessary to interact with governmental officials, key community leaders, and large stakeholders.
Responsibilities
- Ensure process, procedures and policies are clearly defined and appropriate performance standards are developed.
- Execute the business strategy for the transmission ROW and real estate function in support of the overall T&S strategies and goals.
- Execute the T&S strategy for working and competing outside the PPL territory under FERC 1000. This includes contracting strategy that aligns with the T&S strategy for competitive transmission projects.
- Establish a strong interface with engineering, project management, construction, legal, regulatory and other key stakeholders to develop processes that will support the goals of the business.
- Key interface with agencies as it pertains to transmission land acquisition activities. Works with Transmission Siting, ROW, Permits and Real Estate Manager for high-level issues that may occur.
- Ensure compliance with local, regional, state and federal land and license requirements.
- Accountable for scope, schedule and budget as it pertains to T&S ROW and real estate. Establish performance indicators and performs benchmarking for continuous improvement integration.
- Responsible to provide oversight and management of five or more employees and outside contractors, including tracking performance to ensure contract terms are met. Work with PPL Supply chain to qualify contractors. Also responsible for releasing contractors for poor performance.
- Responsible for knowledge management – retention of standard, repeatable and efficient processes.
- Provide expert testimony at Utility Commission, condemnations and other hearings as necessary.
- Participate in storm restoration efforts as assigned in designated areas.
- If applicable, in-person supervision of employees to ensure compliance with FLSA wage and hour issues as well as to monitor compliance with safety rules.
- All positions in which driving is an essential function of the job, regardless if the job code is marked safety sensitive or not, will also be included as safety sensitive.
- May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.
- The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.

Qualifications
- Bachelor’s degree with 7 years’ relevant experience OR an equivalent combination of education and experience, including:
- High school diploma with 11 years of utility right-of-way and real estate or project management experience with a general understanding of right of way fundamentals
- Knowledge of contracts, legal agreements and valuation methods related to right of way and real estate.
- Ability to develop and implement process enhancements and efficiencies.
- Accomplished public speaker with the ability to represent PPL EU before local, regional, state and federal officials and in hearings/public meetings.
Preferred Qualifications
- Senior Right-of-Way Agent (SRWA) designation by International Right of Way Association (IRWA).
- Comprehension of the eminent domain process.
- Notary Public.
