TRC Advanced Energy (TRC) is a nationally known energy efficiency consultancy. TRC collaborates with clients to develop and implement market transforming programs and initiatives that promote energy efficiency, renewable energy, and green building in multiple market sectors across the US and around the world. These initiatives reduce energy costs, improve the health and safety conditions of buildings, while also helping the environment by reducing greenhouse gas emissions. TRC acts nationally to address some of our country's most challenging problems: global climate change and energy independence.

TRC is seeking an Associate Technical Manager to oversee contractor and construction management and technical procedures for a statewide low-income, multifamily energy efficiency program in California. TRC seeks an experienced technical professional with knowledge of building systems, energy efficiency principles and calculations, and construction practices.

The Energy Efficiency Associate Technical Manager will be responsible for a variety of program functions related to the daily performance of the program's technical assistance services and adherence to program policies. These functions include but are not limited to: oversight of the program's material sourcing and bid process, establishment of procedures and quality controls for the program's technical assistance services starting with property audits through project completion, and advising the Senior Technical Manager and other staff on measure specifications and installation guidelines. This position will engage with clients and vendors, property owners, commercial developers/builders, and other stakeholders. Additionally, theAssociate Technical Manager plays a key role in managing technical staff by assigning projects and providing guidance and mentorship to technical staff as they move projects through each milestone from Audit to Verification with operational and data tracking support from the Pipeline Manager. The staff management aspect of this position primarily supports two types of staff positions: field leads, who conduct energy audits and inspections, and energy advisors, who make measure recommendations and support project teams throughout the project lifecycle from Prequalification to Verification. Some staff members will have dual roles, and when the program is fully operational, the position will provide management to ten or more staff members and four or more direct reports. TheAssociate Technical Manager will receive operational and data tracking support from the program's Pipeline Manager for these tasks. . The ideal candidate will display a passion for sustainable energy solutions and bridging gaps between low-income customers/disadvantaged communities and utility programs.

To best understand the work performed and the program participation process, during onboarding, the Energy EfficiencyAssociate Technical Manager will be required to directly support a small number of projects (up to five) from beginning to end, including but not limited to: participating in facility audits and conducting benchmarking, scope of work design, construction monitoring, close-out verification, and payment.

The Energy EfficiencyAssociate Technical Manager is a Project Manager role and will report directly to the Senior Technical Manager. He/she/they will have 3-5 years of technical/project management, design-build, or facility/project operations experience within the energy sector and will be able grow with our team and company. Field experience is also highly desirable, including conducting facility audits and inspections, overseeing construction, repairs, or installations, in addition to the required coordination with building owners, contractors, and other parties. Engineering experience will be considered; however, this is not an engineering position. This position requires strong interpersonal and leadership skills, communication, attention to detail, business acumen, and a 'lead by example' mindset. The ideal candidate will be assertive, personable, and a self ‐ starter, with the ability to manage multiple tasks and at least 4 direct reports. This position requires the ability to communicate effectively and coordinate with internal team members, subcontractors, and customers.

Experience with utility programs, construction management, energy efficiency and/or renewable technologies, Title 24, and energy benchmarking is highly desirable.

The position will be located in one of TRC's California offices: Irvine, Los Angeles, San Diego, San Francisco, Oakland or Rancho Cordova (Sacramento). Hybrid working is currently in effect. The majority of time may be remote but staff are encouraged to meet in local offices when appropriate and to foster team collaboration.

JOB DUTIES: Responsibilities include but are not limited to the following:

  • Support development and oversee a multi-step material and labor bid process among contractors and product suppliers to establish the program's measure pricing and sourcing model.
  • Maintain a strong proficiency in program requirements and technical standards and effectively communicate requirements to staff and trade allies.
  • Manage field staff and energy advisors to ensure completion of project milestones and meet program timelines and goals.
  • Advise Senior Technical Manager on technical matters related to measure eligibility, installation standards, and program policy.
  • Build and maintain QA/QC processes that ensure staff provide high quality deliverables and thorough project scope of work reviews while maintaining budget and timelines.
  • Manage internal technical operations that facilitate the implementation of a large ‐ scale, utility energy efficiency program and delivery of incentive funding to customers in California.
  • Play a key role in supporting project close-outs and distribution of large-scale payments (e.g., $100,000+) for multifamily properties owners and contractors.
  • Provide professional customer support on a range of items including educating contractors, customers, and staff on program requirements, scope of work and technical project assistance, problem-solving, and clear communication when delivering recommendations or upholding program policies.
  • Draft and deliver professional reports to program management.
  • Establish and maintain high standards of work, communication, and deliverables.
  • Coordinate regularly with program team members, including operations and management staff.

QUALIFICATIONS

  • Bachelor's degree in environmental studies/science, energy, sustainability, engineering, or related field and at least 3-5 years of relevant experience. Master's degree or relevant professional certification is a plus but not required.
  • Interpersonal skills:
  • Self-driven and a team player with established critical thinking, analytical, and problem-solving skills.
  • Strong teamwork skills that include highly effective communication in-person, over email, and over the phone.
  • Strong written communication in English. Bilingual (Spanish) is a plus.
  • Ability to work independently and collaboratively with a team and customers.
  • Organizational skills:
  • Ability to contribute to multiple projects simultaneously with demonstrated attention to detail.
  • Excellent time management skills including the ability to monitor and manage multiple projects' progress.
  • Ability to coordinate, schedule and conduct team meetings professionally.
  • Previous staff management is a plus.
  • Technical competency:
  • Experience with building systems, such as HVAC, DHW, envelope, controls; building science, green building and high-performance integrated design; or other experience in the building energy field is required. Preference will be given to candidates familiar with building technology in multiple categories.
  • Familiarity with project design/build and construction processes is required. Experience with cost estimating, purchasing and closeout is preferred.
  • Affordable housing, low-income/disadvantaged community, EV charging, and/or demand response deployment experience is a plus.
  • Strong computer proficiency that ensures day-to-day work and meeting attendance can be performed successfully, particularly in a remote environment. Experience using MS Office (i.e. Outlook, Word, Excel, PowerPoint) and ability to conduct independent computer-based research is required. Experience with CRM database applications is a plus.
  • Other:
  • Eligible to work in the United States.
  • Valid driver's license in the State of California (must be obtained prior to employment); ability to travel within California.
  • Low-income/disadvantage community, other advanced energy or renewable technology program experience is a plus (e.g. electric vehicle/clean transportation, energy storage, and/or demand response).
