Key Responsibilities Cost Estimating & Project Controls
- Develop and manage AACE Class 1–5 cost estimates for oil & gas, refining, petrochemical, and industrial facility projects.
- Prepare conceptual, budgetary, and detailed estimates covering:
- Labor
- Materials
- Equipment
- Construction
- Subcontractor services
- Analyze project scope, engineering deliverables, and FEED packages to forecast project costs accurately.
- Support capital projects involving:
- Upstream facilities
- Midstream infrastructure
- Downstream/refinery operations
- Process manufacturing facilities
Risk & Value Analysis
- Perform quantitative risk assessments utilizing Monte Carlo simulations and other forecasting methodologies.
- Evaluate impacts related to:
- Supply chain disruptions
- Regulatory changes
- Labor market conditions
- Geopolitical factors
- Lead value engineering reviews to identify cost-saving opportunities while maintaining safety, reliability, and project objectives.
Procurement & Vendor Evaluation
- Prepare bid packages and estimate support documentation.
- Review and evaluate contractor and vendor proposals.
- Support procurement strategies and contracting decisions.
- Ensure compliance with client requirements, ethical sourcing standards, and industry regulations.
Project Collaboration
- Partner with engineering, construction, procurement, and project management teams throughout project execution.
- Support project planning, forecasting, budgeting, and change management activities.
- Provide leadership with clear cost reporting, variance analysis, forecasts, and recommendations.
Leadership & Mentorship
- Mentor junior estimators and project controls professionals.
- Promote estimating best practices, consistency, and continuous improvement.
- Support implementation of digital estimating tools and data-driven estimating methodologies.
Required Qualifications
- 10+ years of cost estimating experience supporting oil & gas, refinery, petrochemical, industrial manufacturing, or EPC projects.
- Minimum 5 years in a senior-level estimating role.
- Demonstrated experience developing conceptual through definitive estimates aligned with project maturity.
Preferred Qualifications
- Certified Cost Professional (CCP)
- AACE International Certification
- Experience with HP/HT facilities and hazardous area classifications
- Knowledge of SIL (Safety Integrity Levels) and RCM (Reliability-Centered Maintenance)
- Experience supporting sustainability initiatives and energy transition projects
The Skills Set Needed
- Strong understanding of oil and gas/refinery projects, including engineering, procurement, construction, commissioning, and stage-gated execution
- Experience developing conceptual (factored) and detailed estimates aligned with project maturity
- Working knowledge of construction practices, turnaround impacts, instrumentation, valves, and equipment
- Skilled in interpreting project scope, design requirements, and scope changes to support accurate estimates and decision-making
- Ability to assess cost impacts related to client changes, design updates, and execution strategies
- Strong analytical and communication skills, with the ability to translate complex data for non-technical stakeholders
- Effective collaborator with engineers, designers, clients, and vendors
- Organized and detail-oriented, with the ability to manage priorities against project schedules and budgets
- Committed to maintaining high standards of productivity, accuracy, and documentation
- Familiar with cost modeling factors, including labor rates, historical data, and contingency development by project phase

Travel Requirements
- Up to 15% travel for client meetings, site visits, job walks, and project reviews.
