The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The IDEA Behavior Consultant is responsible for leading the statewide scaling and implementation of evidence-based practices for students with behavioral needs, including challenging behavior and neurodivergent learners. This position provides professional learning, technical assistance, coaching, and data-driven support to Public School Units (PSUs) across North Carolina to improve outcomes for students with disabilities. This position also collaborates with internal and external partners to strengthen statewide behavioral support systems and reduce exclusionary disciplinary practices.
Job Responsibilities:
Provide statewide professional development, technical assistance, and coaching related to High Leverage Practices, Classroom Management, evidence-based behavioral strategies, functional behavioral assessments, and behavior intervention plans.
Support PSUs in developing behavioral infrastructures, progress monitoring systems, and implementation of evidence-based practices to improve student outcomes.
Assist school and district teams in collecting, analyzing, and utilizing behavioral data to inform instructional and intervention decisions aligned to SPP/APR indicators.
Gather and analyze district and statewide behavioral support data, including PRC 029 and PRC 118 data, to identify trends, areas of need, and opportunities for statewide scaling of supports.
Support the development and implementation of individualized education programs (IEPs), behavioral intervention plans, evidence-based behavioral supports, and progress-monitoring systems aligned with IDEA and State Performance Plan/Annual Performance Report (SPPAPR) indicators.
Valid Driver License required.

Recruitment Range: $63,927.00 - $97,000.00
Manager Preferences:
- Experience at the district level supporting the implementation of evidence-based behavioral interventions.
- Experience analyzing behavioral and educational data to support continuous improvement and student outcomes.
- Strong presentation, facilitation, coaching, and interagency collaboration skills.

Primary Purpose for the Office of Exceptional Children:
The Office of Exceptional Children (OEC) provides statewide leadership, general supervision, professional learning, and technical assistance to Public School Units (PSUs) serving students with disabilities across North Carolina. The Supporting Teaching and Related Services (STARS) section supports implementation of evidence-based practices, specialized instruction, behavioral supports, and related services to improve academic, behavioral, and postsecondary outcomes for students with disabilities.
Minimum Education and Experience
