Position Summary:
Leads a group of consultants and contractors in defining, scoping and executing capital projects and programs to develop and sustain Port Infrastructure. Assigns project responsibilities and holds respective parties and self-accountable for successful completion. Self manages assigned projects, and oversee consultants and contractors associated with all phases of a project including conceptual definition; engineering design; project scope, specifications, and cost estimates; procurement packages; and construction, commissioning and handover of assets. Directs and coordinates the work of consultants, vendors, and contractors engaged in civil, structural, electrical, marine engineering, telecommunications, security, architecture, and other aspects of the work as required. Reviews designs, drawings, specifications, estimates, and reports necessary for the preparation of construction documents. Works with assigned PM’s, Construction Management (CM) staff, and other stakeholders to successfully execute the entire project development process, from initial scoping through to completion and hand-over to
operations.
Key Responsibilities/Duties:
- Manage and execute assigned projects from the development and planning to construction completion, commissioning, and start up; identify project requirements, analyze critical paths, and constraints, and develop detailed project scope, budget, and schedule
- Facilitates communication and negotiation with executive leadership and other stakeholders, including regular reports and progress reviews
- Negotiates scope of work and contracts with vendors to ensure fair and equitable outcomes in alignment with Port Houston policies
- Perform project management activities on all assigned projects
- Oversee project planning, including development of scope of work to meet the needs of the project owner that is compliant with the Texas Water Code and the Texas Professional Engineering Practices for public entities. Elements of these requirements include safety, security, and environmental regulations, budgeting, execution, delivery, scheduling, construction, and startup/commissioning associated with specific engineering disciplines
- Implement and manage assigned projects from inception to construction completion, close out, commissioning and start up; utilize project management best management practices by assisting with project requirements, analyze critical paths, risks, and constraints and develop detailed project scope, budget, and schedule that address the business need.
- Be subject matter expert (SME) Construction Management.,
- Use Port Houston project management systems and best practices, recommend improvements and efficiencies and assist in developing improved processes
- Provide oversight of designers (both staff and consultant) and contractors to assure completed project meets scope and cost requirements
- Review work of project team members for technical adequacy and completeness
- Coordinate and communicate with others within or outside Port Houston for the assigned work
- Make presentations to stakeholders to convey goals and objectives, technical direction and general status of projects
- Prepare technical documentation and final reports covering various aspects of projects and ensure that an accurate and comprehensive package is advertised for procurement
- Evaluate and negotiate proposals from consultants and contractors
- Conduct site visits of damaged or aging infrastructure assets, understand the condition assessment, and lead in the development of repair options
- Prepare Requests for Commission Action and associated documents

- Perform other duties as required
Education/Experience:
- Bachelor’s degree in Engineering discipline (Civil, Structural, Marine, Electrical, , etc.), Construction Management, or Architecture or related major in a public or accredited private academic institution required
- Master’s degree preferred
- 7+ years of related professional project management experience required
- Texas Professional Engineer License required or an equivalent of 15+ years of engineering and/or project management experience
- Project Management Professional (PMP) Certification required

- Ability to work without extensive direction or supervision in managing aspects of a project
- Must exhibit a proficiency in oral/written communications in English
- A current, valid Texas driver’s license is required
- A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment
