Job Description

Parsons is looking for an amazingly talented Senior Project Manager to join our team! SPM will lead the end-to-end project and construction management of a high-profile mixed-use development, acting as the Client’s representative within the PMC organization. The role covers project management, design review coordination, construction management oversight, stakeholder engagement, and delivery of the project to agreed time, cost, quality, and safety objectives.

What You'll Be Doing

Project Leadership & Governance

Act as the primary day-to-day lead for the project within the PMC team, representing the Client’s interests

Establish, implement, and maintain project governance frameworks, procedures, and reporting structures

Develop and maintain the overall project execution plan , including scope, schedule, cost, quality, risk, and communication plans

Chair regular internal PMC meetings and Client progress meetings; ensure clear decisions, action tracking, and closure

Scope, Schedule & Cost Management

Lead development and maintenance of the integrated master programme covering design, procurement, construction, testing & commissioning, and handover

Monitor contractor and consultant programmes; identify variances and drive corrective actions to achieve milestone dates

Oversee cost control in coordination with cost consultants: budget tracking, change/variation evaluation, and value engineering initiatives

Ensure strict management of scope, including change control, claims mitigation, and alignment with Client business case and operator requirements

Design Management & Review

Coordinate and manage the design review process for all disciplines (architectural, structural, MEP, specialist systems) across all components (hotel, serviced apartments, offices, retail/F&B/entertainment)

Work closely with the LDC and approved specialists to finalize the hotel package design, ensuring full compliance with operator’s brand standards and technical requirements

Lead technical and coordination review of existing designs, including utility tanks, hotel systems (back-of-house, laundry, kitchens, vertical transportation, life safety, IT/ELV, etc.), and interface with shell & core works

Ensure timely resolution of design issues, clashes, and interface risks between hotel, serviced apartments, office, and retail components

Support design-related approvals with local authorities and relevant stakeholders

Construction Management & Site Oversight

Oversee construction activities of the main contractor(s) to ensure compliance with contract requirements, specifications, approved drawings, quality standards, and programme

Coordinate PMC construction supervision teams (discipline engineers, inspectors, planners, QS, HSE, QA/QC) and ensure effective site presence, documentation, and reporting

Monitor progress of shell & core works and fit-out interfaces, particularly for the The designer hotel and serviced apartments

Ensure robust management of site logistics, access, sequencing, and phasing to minimize disruption and rework

Review and approve key construction method statements, shop drawings, material submittals, and technical queries

Quality, Health, Safety & Environment (QHSE)

Drive a strong safety culture across the project and ensure compliance with HSE plans, regulations, and Client requirements

Ensure implementation of QA/QC procedures, inspection and test plans , and material approval processes

Monitor non-conformance reports and corrective actions; ensure lessons learned are captured and implemented

Support audits and inspections by Client, authorities, and third parties

Stakeholder & Operator Coordination

Act as a key interface between the Client, LDC, contractors, and authorities

Coordinate with the designer for design reviews, mock-ups, brand standard compliance, operational requirements, and pre-opening activities

Work with leasing/asset management teams for office and retail components to accommodate tenant requirements and fit-out guidelines

Manage relationships with external stakeholders, including utility providers, municipality, civil defense, and other regulatory bodies

Risk, Issues & Reporting

Establish and maintain a risk register and issues log ; identify, assess, prioritize, and mitigate project risks

Prepare and present periodic progress reports, dashboards, and executive summaries to the Client and PMC leadership, including key KPIs on time, cost, quality, and HSE

Proactively identify potential delays, claims, and disputes; implement mitigation strategies and support negotiation/settlement where required

Testing, Commissioning & Handover

Plan and oversee testing & commissioning strategy for all systems, with particular attention to hotel and serviced apartments building services, life safety, and operator-specific systems

Coordinate with The designer and their pre-opening team to ensure systems, documentation, and training meet operator requirements for opening

Lead snagging, de-snagging, and final completion activities; ensure proper handover of as-built documentation, O&M manuals, warranties, and statutory approvals

Support transition to operations and defect liability period management

What Required Skills You'll Bring

Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or related discipline

Master’s degree in Project/Construction Management or related field is preferred

Project Management Professional , PRINCE2 Practitioner, or equivalent

Minimum 20 years of total experience in construction and project management.

Proven experience working within a PMC or client-side environment on large-scale mixed-use or hospitality-led developments

Direct experience delivering 4/5-star hotels and serviced apartments, preferably with international operators.

Demonstrated track record managing projects in the GCC, preferably in Saudi Arabia

Strong experience in design coordination, design review, and managing LDC and specialist designers

Hands-on exposure to shell & core plus fit-out projects, including complex MEP systems and vertical transportation

Client-focused mindset with a high degree of accountability and ownership

Resilient, proactive, and able to operate under pressure in a fast-paced environment

Structured, detail-oriented, and committed to high standards of quality and safety

Collaborative and team-oriented, with the ability to build strong working relationships
