Job Description:

GENERAL DESCRIPTION:

The Accounting Manager is responsible for all areas relating to financial reporting. This position will be responsible for developing and maintaining accounting principles, practices, and procedures to ensure accurate and timely financial statements. This incumbent supervises two team members and is responsible for ensuring that work is properly allocated and completed in a timely and accurate manner. This position addresses tight deadlines and a multitude of accounting activities including general ledger preparation, financial reporting, year-end audit preparation and the support of budget and forecast activities.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Assembles timely and accurate financial reports for senior management.
  • Prepares, reviews, and approves journal entries to ensure compliance with GAAP and GSAB.
  • Ensures accurate and timely monthly, quarterly, and year end close.
  • Performs reconciliation and analysis of accounting information.
  • Provides ad-hoc support to Finance, Mental Health, IDD, DDP, and all other departments.
  • Prepare schedules for annual and single audit, and site and desk audits.
  • Supports the Chief Accounting Officer with budget and forecast processes for operations management teams.
  • Prepares and ensures monthly/quarterly Bank Compliance activities and monthly bank statements.
  • Supervises the preparation and review of Cost Reports, Grants, Contract Billings, and Receivables.
  • Manages, coaches, mentors, trains, and develops the staff accountant and accounting specialists.
  • Manage employees to meet the organization's expectations for productivity, quality, and goal accomplishment.
  • Provides effective performance feedback through employee recognition, rewards, and disciplinary action, with the assistance of Human Resources, when necessary.
  • Maintains employee work schedules including assignments, job rotation, training, vacations, and paid time off, telecommuting, cover for absenteeism, and overtime scheduling.
  • Maintains transparent communication. Appropriately communicates organization information through department meetings, one-on-one meetings, and appropriate email, IM, and regular interpersonal communication.
  • Fosters a spirit of teamwork and unity among department members that allows for disagreement over ideas, conflict and expeditious conflict resolution, and the appreciation of diversity as well as cohesiveness, supportiveness, and working effectively together to enable each employee and the department to succeed.

QUALIFICATIONS
EDUCATION AND EXPERIENCE:

  • Required: Bachelor’s degree: Accounting, Finance, or Business, or any other relevant degree, plus a minimum of six (5) years of professional experience in accounting, with 1 year of supervisory experience.
  • Preferred: Master’s degree: Accounting, Finance, or Business plus a minimum of six (3) years of professional experience in accounting, with 1 year of supervisory experience.



MATHEMATICAL SKILLS:

  • Basic math skills required.
  • Ability to work with reports and numbers.
  • Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.


REASONING ABILITY:

  • Ability to apply common sense understanding to carry out simple one or two-step instructions.
  • Ability to deal with standardized situations with only occasional or no variables.


COMPUTER SKILLS:

  • Use computer, printer, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint).
  • Ability to utilize Internet for resources.


CERTIFICATIONS, LICENSES, REGISTRATIONS:

  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain a Texas Driver License within three (3) months of employment.
  • Liability insurance is required if employee will operate personal vehicle on Center property or for Center business. Must be insurable by Center’s liability carrier if employee operates a Center vehicle or drives personal car on Center business. Must have an acceptable driving record.
  • CPA, preferred.
