JOB SUMMARY: The Next Move NY Program Administrator is responsible for the leadership, administration, and oversight of the Next Move NY initiative, ensuring effective program operations and alignment with Authority objectives, grant requirements, and regional workforce needs. This position supports the successful transition of service members, military spouses, and veterans into meaningful employment opportunities throughout the North Country. The Program Administrator serves as the primary liaison for the initiative, working collaboratively with military leadership, employers, educational institutions, workforce development organizations, and community partners to support program objectives and strengthen employment pathways for military-connected individuals. This position provides supervision to employees, oversees program performance and compliance, manages grant-funded activities, and supports the development of partnerships. The Program Administrator is responsible for ensuring fiscal accountability, achieving established goals, and maintaining effective program operations.

DUTIES/RESPONSIBILITIES

  • Provide leadership, direction, and oversight for the Next Move NY initiative, ensuring alignment with Authority priorities, grant requirements, and workforce development objectives.
  • Supervise, support, and evaluate employees, providing performance management, guidance, coaching, and professional development to ensure effective program operations and service delivery.
  • Serve as the primary liaison and representative of the Authority with Fort Drum Garrison, the Transition Assistance Program, employers, educational institutions, workforce development organizations, government agencies, and other community stakeholders.
  • Develop, implement, and oversee programs and initiatives that support transitioning service members, military spouses, and veterans in obtaining employment opportunities in the North Country and New York State.
  • Develop and monitor annual goals, performance measures, and program outcomes, and prepare reports, presentations, and updates for Authority leadership, funding agencies, boards, and other stakeholders.
  • Oversee all grant administration activities, including compliance, reporting, recordkeeping, and stewardship of grant-funded resources, ensuring adherence to applicable requirements.
  • Manage program budgets, monitor expenditures, and ensure responsible and effective use of public and grant funds.
  • Represent the Authority and the Next Move NY initiative at meetings, conferences, workforce development events, and other public forums to promote program awareness and support stakeholder engagement.
  • Perform related duties as necessary to support the Authority’s mission and objectives.

QUALIFICATIONS (Knowledge, Skills and Abilities)

  • Demonstrated leadership and supervisory skills with the ability to effectively manage, develop, and support employees while promoting accountability, teamwork, and effective program operations.
  • Strong planning, organizational, and problem-solving abilities, with the capacity to balance long-term program objectives with day-to-day operational requirements.
  • Proven ability to establish and maintain effective working relationships with military leadership, employers, educational institutions, government agencies, workforce development partners, and community organizations.
  • Knowledge of workforce development, economic development, grant administration, and community-based programs and services.
  • Ability to analyze program data, performance measures, workforce trends, and organizational needs to support informed decision-making and continuous program improvement.
  • Strong financial, administrative, and project management skills, including experience with budgeting, grant compliance, contract oversight, reporting requirements, and resource management.
  • Effective written, verbal, interpersonal, and presentation skills, with the ability to communicate professionally and represent the Authority with stakeholders, funding agencies, and the public.
  • Proficiency in Microsoft 365 Office Suite customer relationship management (CRM), or similar systems preferred.
  • Ability to manage multiple priorities, exercise sound judgment, and work independently while maintaining a high degree of professionalism and attention to detail.
  • Familiarity with military culture, military transition programs, veteran employment initiatives, or related workforce development programs is preferred.

EDUCATION

  • Bachelor’s degree in Business Administration, Public Administration, Human Resources, Workforce Development, Economic Development, Social Sciences, or a related field is required.
  • Master’s degree in a related field is preferred.

CERTIFICATION/LICENSES

  • Valid New York State Driver’s License required.

EXPERIENCE

  • Minimum of five (5) years of experience in program management or a related field, with demonstrated success in overseeing initiatives, managing teams, and achieving program goals.
  • Experience working with military, veteran, workforce development, economic development, or community-based programs is strongly preferred.

TRAVEL REQUIREMENTS: Frequent travel within the North Country region is required.

TYPICAL WORK SCHEDULE: Regularly works Monday through Friday during normal business hours, with flexibility required to attend occasional evening meetings or events.

ENVIRONMENTAL: Typical office environment where employee is protected from weather conditions or contaminants.
