Job description

Based at Goldboro Gold Project in Goldboro, NS, we currently have an exciting opportunity for one (1) Manager, Construction to join our NexGold team.

Reporting to the Project Director (Goldboro), this role will oversee and manage construction activities within the Integrated Project Management Team (IPMT) to ensure compliance with the construction contracts, applicable permits, site regulations and construction safety program requirements are executed.

Key Responsibilities

HEALTH AND SAFEETY OF PROJECT CONSTRUCTION INCLUDING LEGAL REQUIREMENTS

  • Overall accountability for the Project site construction activities to ensure that construction activities are carried out safely in accordance with the design, drawings and quality plan for the project and meet statutory authorities and specific project requirements.
  • Ensure that all legal requirements are adhered to.
  • Ensure the implementation of the overall construction HSSE program and ensure strict adherence to statutory health and safety codes.
  • Ensure that all critical risks are addressed during construction.
  • Accountable for the safe mitigation of all applicable field risks, and for review, updating and reporting on such risks on a monthly basis.
  • In consultation with the Health and Safety Manager as well as the Project Director develop and implement a site security and emergency evacuation plan and oversee coordination of these plans with contractors.

OVERVIEW OF CONTRACTORS

  • Ensure that contractors implement the Project Labour Relations Plan and Project Labour Agreement as appropriate, and that labour is treated in a consistent, equitable manner. Coordinate the labour relations activities with contractors and local community by establishing the required communication forums. Anticipate potential disputes and work stoppages and direct corrective action in terms of the relevant agreements, contracts, regulations and/or Acts.
  • Consult with the Project Director, Goldboro on all major decisions regarding labour relations, site security, safety, and environment.
  • Develop and maintain a relationship with the construction contractors and be the primary contact for communication on the construction site.
  • Ensure Project policies and procedures are fully implemented. In consultation

  • Project Director, Goldboro, establish field procedures and objectives within corporate policies and procedures as necessitated by conditions at the site.
  • Accountable for site establishment and all site services including, transportation, site offices and furniture, ablutions, communication systems, local suppliers and first aid medical facilities, etc. within the confines of the control budget.
  • Monitor the performance of the construction contractors in the execution of their responsibilities.
  • Review proposed construction and site services contracts before award to determine compatibility with construction requirements, with particular emphasis on construction workforce requirements and equipment.
  • Ensure that the construction contracts are executed strictly in compliance with the relevant terms and conditions and that no unauthorized work is carried out.
  • Conduct constructability reviews to ensure that efficient construction methods are used to build the project facilities and monitor these methods with the aim of making them more efficient.
  • Integrate the work of EP contractors and co-ordinate the operation of the construction site.
  • Coordinate the establishment of construction schedules, construction method statements, staffing charts, material and equipment requirements, within the IPMT and with the construction contractors including the 90-Day Rolling Horizon Look Ahead and ensure implementation and integration with the Project Master Schedule.
  • Accountable for overall construction performance and continuously analyze performance for adherence to quality standards, cost and schedule.
  • Monitor the construction contractors’ compliance with cost, schedule, quality, environmental and safety objectives and ensure corrective action is taken when non - conformances are detected.
  • Ensure that the Site Quality Management Plan is implemented and maintained.

REPORTING REQUIREMENTS

  • Develop the Project Construction Management Plan.
  • Prepare and submit reports in a timely and professional manner.
  • Accountable for site expenses against the control budget.
  • Prepare construction close out report.
  • Participate in public and community relations plans.

OTHER DUTIES

  • Demonstrate a personal commitment to Safety, Health, and Environmental responsibilities.
  • Occasional regional travel (i.e., day trips to communities surrounding the Goldboro Gold Project).
  • Additional responsibilities or tasks as reasonably assigned.

Required Qualifications

  • Bachelor of Engineering, Engineering Science or Applied Science in an engineering discipline or a Bachelor of Construction Management.
  • At least 20 years hands-on, proven experience in multi - disciplinary, construction management, on major capital projects in the mining, oil & gas and/or infrastructure sectors.
  • Extensive knowledge of health, safety and environmental management principles, practices, and statutory requirements in Nova Scotia and Ontario.
  • Sound commercial skills and thorough understanding of the various forms of contract, commercial terms and conditions.
  • Good understanding of contracting strategies and how best to implement.
  • Practical multi-discipline construction knowledge.
  • Financial management, cost control and forecasting acumen.
  • Good understanding of labour relations management practices.
  • Thorough knowledge of and hands-on experience with the development, resourcing, and monitoring of schedules.
  • Strong time management skills with the ability to effectively manage within tight time frames.
  • Managerial, leadership and organizational skills.
  • Highly literate to ensure clear communication, both verbally and written.
  • Analytical decision-making skills.
  • Appreciate and promote team participation behaviour within management team.
  • Ability to delegate appropriately without abdicating accountability.
  • Valid unrestricted driver's license (equivalent to “Class 5” in Nova Scotia).
  • Proficiency in Microsoft Office.
  • Ability to work with minimal supervision.

Preferred Qualifications

  • Canadian Construction Association Gold Seal Certification considered advantageous.
