Organizational Background

BRAC is an international development organisation founded in Bangladesh in 1972. BRAC's community-led, holistic approach integrates social development, microfinance, social enterprises, and ultra-poor graduation to drive systemic change. A pioneer in microfinance since 1974, BRAC began expanding its microfinance operations internationally in 2002 and now operates in eight countries across Asia and Africa, reaching over 1 million clients - 96% of whom are women.

BRAC Kenya Company Limited (BKCL) is the newest addition to BRAC's financial services portfolio. Fully owned by BRAC International Holdings B.V., BKCL was incorporated in February 2024 and licensed as a Digital Credit Provider by the Central Bank of Kenya in June 2025. BKCL's mission is to provide a range of financial services responsibly to people at the bottom of the pyramid, with a particular focus on empowering women living in poverty in rural and hard-to-reach areas by creating self-employment opportunities, building financial resilience, and harnessing their entrepreneurial spirit.

In line with its mission, BKCL's credit offerings will include group-based microloans for women and small enterprise loans for entrepreneurs, with plans to introduce tailored solutions for rural smallholder farmers and youth. BKCL adheres to the Universal Standards for Social and Environmental Performance Management (USSEPM) and Client Protection Standards, ensuring clients' well-being remains at the centre of everything it does to achieve its mission.

As part of its operational expansion, BKCL is establishing field offices across various counties in Kenya and seeks to prequalify competent service providers for the provision of office support services.

BKCL intends to establish offices in the following regions/counties: Nairobi, Kisii, Nyamira, Kakamega, Vihiga, Kisumu, Homa Bay, Migori, Bungoma, Busia, and Siaya.

Vendors and service providers operating within the above-mentioned regions are strongly encouraged to apply, as local presence and capacity to provide timely support services will be considered an added advantage.

Purpose of the Expression of Interest

BKCL invites eligible and qualified firms, companies, and individual service providers to submit Expressions of Interest (EOIs) for inclusion in the BKCL supplier database and consideration for framework agreements for the provision of the following services:

Hotel Accommodation Services

Conference Services

Cleaning Services

Electrical Repair and Maintenance Services

Office Supplies and Stationery

Office Furniture and Fittings

Plumbing, Repair and Maintenance Services

Generator maintenance and repair services

Provision of Security and guarding services

Provision of Ground Transportation and Taxi Services

Provision of air travel and ticketing services

The objective of this EOI is to identify competent suppliers capable of delivering high-quality, timely, and cost-effective services in support of BKCL operations across Kenya.

Scope of Services

The selected suppliers may be engaged on an as-needed basis under framework agreements for the period 2026-2027, renewable subject to satisfactory performance and mutual agreement.

The framework agreement shall not constitute a guarantee of minimum business volume but shall establish pre-approved pricing, service standards, and engagement terms.

Accommodation and Conference Services

Service providers under this category shall be expected to provide:

Safe and secured Standard and executive accommodation facilities for staff and guests

Competitive corporate room rates

Conference and meeting facilities of varying capacities

Catering services including tea breaks, lunch, and dinner arrangements

Audio-visual equipment and internet connectivity

Flexible booking, cancellation, and amendment arrangements

Dedicated contact persons for reservations and support services

Cleaning Services

Service providers shall provide

Office cleaning and janitorial services

Waste collection and disposal

Cleaning supplies and consumables

Scheduled deep-cleaning services

Sanitization and hygiene maintenance

Electrical Repair and Maintenance Services

Service providers shall provide

Electrical installation works

Routine maintenance and repairs

Troubleshooting and emergency electrical support

Replacement of faulty electrical components

Compliance with applicable electrical safety standards

Office Supplies and Stationery

Suppliers shall provide

General office stationery

Printer consumables

Office supplies and accessories

Refreshment and pantry supplies

Refill of drinking water and other office consumables

Timely delivery to BKCL offices

Office Furniture and Fittings

Suppliers shall provide

Office desks, chairs, cabinets, and workstations

Furniture installation and assembly services

Office partitioning and fittings

After-sales support and warranty services

Plumbing Repair and Maintenance Services

Service providers shall provide

Plumbing installation and repair works

Maintenance of water systems and drainage systems

Emergency plumbing support

Supply and replacement of plumbing fixtures and accessories

Provision of Security and Guarding Services

The service provider shall provide

Manned guarding services (day and night shifts).

Access control and visitor management.

Patrol and surveillance of office premises.

Incident reporting and emergency response.

Provision of trained, licensed, and vetted security personnel.

Management and supervision of deployed security staff.

Replacement of personnel during leave, sickness, or emergencies.

Provision of Ground Transportation and Taxi Services

The service provider shall be capable of providing safe, reliable, and timely transportation services for staff, consultants, visitors, and official guests. Services may include:

On-demand taxi services within the city and surrounding areas.

Dedicated vehicle hire with driver.

Daily, weekly, and monthly vehicle rental services.

Provision of sedans, SUVs, vans, and 4x4 vehicles.

Transportation for meetings, workshops, field visits, and official events.

Inter-city and long-distance travel services.

Emergency transportation services.

Transportation of documents, equipment, and light cargo.

Driver services with valid licenses and appropriate training.

Vehicle replacement in the event of breakdowns or accidents.

Comprehensive insurance coverage for vehicles, passengers, and third parties.

Availability of transportation services outside normal working hours, including weekends and public holidays.

Generator Maintenance and Repair Services

The Service provider shall provide

Routine inspections, servicing, troubleshooting, repairs, replacement of defective parts, load testing, fuel system checks, and

Emergency breakdown response.

Provision of Air Travel and Ticketing Services

The service provider shall provide

Comprehensive travel management services, including booking and issuance of domestic and international air tickets.

Flight reservations, itinerary planning, ticket changes and cancellations,

Travel advisory support, visa assistance where applicable, travel insurance facilitation,

Emergency travel support, and cost-effective travel management solutions.

Provision and Installation of CCTV, Fire, and Security Alarm Systems

The service provider shall provide the following services

Site assessment, security risk analysis, and system design.

Supply and installation of CCTV cameras, recording equipment, and related accessories.

Supply and installation of fire detection, fire alarm, and intrusion/security alarm systems.

Configuration, integration, testing, and commissioning of all installed systems.

User training, provision of system documentation, and warranty support.

Post-installation maintenance, technical support, and emergency repair services.

Eligibility and Qualification Requirements

Interested applicants must meet the following minimum requirements:

Be legally registered and licensed to operate in Kenya

Provide a copy of Certificate of Incorporation/Business Registration

Provide a valid KRA PIN Certificate

Provide a valid Tax Compliance Certificate

Provide evidence of eTIMS compliance

Demonstrate at least two (2) years' experience in providing the relevant services

Provide at least three (3) reference clients, preferably NGOs, UN agencies, embassies, financial institutions, or international organizations

Provide a detailed service catalog and pricing structure where applicable

Provide Contact details of authorized representatives

Demonstrate financial capability and operational capacity to deliver the services

Comply with applicable health, safety, environmental, and labour regulations

Provide relevant professional licenses and certifications where applicable

(Applies only to Accommodation and Conference Service Providers) Demonstrate adequate safety and security measures including availability of perimeter wall fencing, CCTV surveillance cameras, secure room access systems, installed fire extinguishers, lightning arrestors, and first aid kits where applicable

Bidders may submit their physical proposals to any of our field offices before the submission deadline specified in the EoI.

The deadline for submission is: June 26, 2026, at 5:00 PM East African Time (EAT).

Late submissions shall not be considered.
