Job description
We are seeking a highly skilled and results-driven Senior Monitoring & Evaluation (M&E) Specialist to lead the design, implementation, and oversight of M&E frameworks for projects across multiple sectors. The role requires expertise in performance measurement, impact assessment, data analytics, and reporting to ensure accountability and learning for both clients and donor-funded programs. The ideal candidate will bring a blend of technical M&E knowledge, consulting experience, and strategic thinking to guide organizations in evidence-based decision-making and program optimization. Your responsibilities would include but not be limited to the following; • M&E Frameworks: Design, implement, and manage comprehensive M&E systems tailored to client and donor requirements, ensuring alignment with global best practices and standards (e.g., SDGs, OECD-DAC, USAID, WHO). • Performance Monitoring: Develop KPIs, results frameworks, logical frameworks (logframes), and performance monitoring plans (PMPs) for complex, multi-sectoral projects. • Data Collection & Analysis: Lead the design of data collection tools, manage field data gathering, and ensure quality control in quantitative and qualitative research methods. • Impact Evaluation: Conduct baseline, midline, and endline studies to assess program effectiveness and provide actionable insights for stakeholders. • Capacity Building: Train and mentor client staff, partners, and project teams on M&E tools, methodologies, data management, and reporting techniques. • Reporting & Learning: Produce high-quality donor and client reports, dashboards, and presentations, communicating findings in a clear and compelling manner. • Consulting & Advisory: Provide expert advice to clients on integrating M&E into strategy, operations, and policy frameworks to strengthen organizational effectiveness. • Partnerships & Stakeholder Engagement: Collaborate with government agencies, donors, NGOs, and private sector partners to harmonize reporting systems and build shared accountability. • Technology & Innovation: Leverage digital tools (e.g., Power BI, Tableau, KoboToolbox, DHIS2, Salesforce) to enhance real-time monitoring, data visualization, and decision-making. • Risk & Compliance: Ensure that M&E activities adhere to donor regulations, ethical standards, and data protection requirements. Requirements Requirements • Master’s degree in Public Health, Social Sciences, Statistics, Development Studies, Operations Management, or a related field. • Minimum of 7–10 years’ progressive experience in M&E, preferably in a consulting, donor-funded, or multi-sectoral program environment. • Proven track record in designing and implementing M&E frameworks for large-scale projects. • Strong background in quantitative and qualitative research methods, statistical analysis, and data validation. • Hands-on experience with data visualization and analytics tools (e.g., SPSS, STATA, R, Power BI, Tableau, Excel). • Excellent knowledge of donor requirements (USAID, DFID/FCDO, Global Fund, UN Agencies, World Bank, etc.). • Familiarity with international development indicators and Sustainable Development Goals (SDGs). • Exceptional ability to produce analytical reports, dashboards, and policy briefs. • Strong communication and presentation skills with the ability to simplify complex data for diverse audiences. • Demonstrated leadership in capacity building, mentoring, and team management. • Strong project management, organizational, and problem-solving skills. Preferred Qualifications • Professional certification in Monitoring & Evaluation, Project Management (PMP/PRINCE2), or Data Analytics. • Experience with consulting projects, particularly in healthcare, education, governance, or development sectors. • Published research or case studies demonstrating application of M&E expertise. • Experience in grant writing, donor reporting, and resource mobilization.
