Job description

Cetified Payroll Compliance & Reporting Manager Location: Houston, Tx Employment Type: Full-Time

Own the Program. Set the Standard.

Hays Electrical Services is one of the most trusted electrical contractors in the country — 19 years, multi-state operations, and a reputation built on safety, precision, and delivering for our clients. Now we're looking for a Certified Payroll Compliance & Reporting Manager who doesn't just process certified payroll — they own it end to end.

The Role This is a high-impact position responsible for managing certified payroll compliance across all prevailing wage and government-funded projects company-wide. You'll be the subject matter expert — the person everyone turns to when it comes to Davis-Bacon, DOL Form WH-347, LCP Tracker, and prevailing wage worker classification. You'll also drive the process improvements and automation that make the department leaner and more scalable.

What You'll Do

Prepare, certify, and submit weekly certified payroll reports (WH-347) to federal, state, and local agencies — on time, every time.

Manage LCP Tracker setups, certifications, and compliance flags across all projects.

Ensure accurate prevailing wage classification, fringe benefit calculations, and apprenticeship ratio compliance.

Collect and audit subcontractor certified payroll submissions; enforce compliance as the prime contractor's representative.

Lead audit defense: own records retention, DOL investigation response, and internal compliance audits.

Build and maintain SOPs, workflows, and controls that drive accuracy and efficiency at scale.

Identify automation opportunities and execute a staffing optimization plan without sacrificing compliance.

What You Bring

5+ years of payroll experience in construction or electrical contracting; 3+ years in certified payroll.

Prior experience in a multi-state construction organization (1,000+ employees).

Hands-on LCP Tracker experience and deep knowledge of Davis-Bacon Act / DBRA requirements.

Track record submitting Form WH-347 and managing subcontractor certified payroll compliance.

Proficiency in modern payroll platforms (Workday, Dayforce, ADP) and construction ERPs (Vista/Trimble or comparable).

Certified Payroll Professional (CPP) or equivalent preferred.
