About The Role
Job Purpose
To take full ownership of the recruitment lifecycle across CCS, delivering high-quality hires that meet operational needs, strengthen our culture, and stay with the business long-term. This role will combine data-driven recruitment with innovative sourcing and employer brand initiatives to attract and retain the best talent in the market, particularly in high-volume and hard-to-fill technical roles.
The Talent Acquisition Specialist will be responsible for attracting, sourcing and securing top talent across the business. Working closely with hiring managers and the People team, they will build talent pipelines, manage recruitment campaigns, promote CCS's employer brand, and deliver a positive candidate experience that supports the successful attraction and retention of high quality employees.
Key Responsibilities
• Develop and maintain proactive talent pipelines for recurring, high-volume, and specialist roles to reduce time-to-hire.
• Use innovative sourcing techniques, including LinkedIn, CV databases, targeted Boolean searches, networking events, and industry-specific communities.
• Manage all vacancies end-to-end in our ATS, ensuring compliance, data accuracy, and full visibility for stakeholders.
• Set and monitor SLA-based recruitment timelines with hiring managers.
• Ensure all offers are competitive, compliant, and aligned with budgetary controls.
• Produce weekly and monthly recruitment reports, highlighting key performance indicators (direct hire rates, time to fill etc)
• Collaborate with the Social Media Manager to create engaging recruitment marketing campaigns (videos, employee stories, social media content, trade publications)
• Maintain a strong social media presence for recruitment, using creative campaigns to highlight our projects, career development opportunities, and workplace culture.
• Attend careers fairs, industry expos, and community events to promote CCS and build local talent networks.
• Act as an ambassador for CCS, ensuring every candidate interaction reflects our values and commitment to sustainability, quality, and innovation.
• Develop candidate experience feedback loops, using surveys and analytics to continuously improve the recruitment journey.
• Partner with hiring managers to understand current and future workforce requirements, providing recruitment market insights and talent acquisition strategies.
• Challenge and influence hiring decisions where appropriate, ensuring recruitment processes remain fair, consistent, and aligned with business objectives.
• Lead recruitment briefing meetings with hiring managers to define role requirements, candidate profiles, attraction strategies and hiring timelines.
• Build and maintain talent pools for key business functions, ensuring readiness for future growth and succession planning needs.
• Identify opportunities to improve recruitment processes, systems and candidate engagement initiatives to increase efficiency and reduce hiring costs.
• Monitor recruitment market trends, competitor activity, and salary benchmarking data to ensure CCS remains competitive in attracting talent.
• Manage relationships with external recruitment agencies and suppliers where needed, ensuring value for money and adherence to agreed terms.
• Drive direct sourcing initiatives to reduce agency reliance and maximise recruitment cost savings.
• Promote employee referral programmes and internal mobility opportunities to strengthen talent attraction and retention.
• Support onboarding activities and collaborate with HR and hiring managers to ensure a smooth transition from offer acceptance to start date.

• Data-driven approach to recruitment, using metrics and reporting to track performance, identify trends and drive continuous improvement.
• Experience managing multiple vacancies simultaneously while maintaining a high-quality candidate experience.
• Strong communication skills, both written and verbal, with the confidence to engage candidates and stakeholders at all levels.

• High levels of professionalism, confidentiality and attention to detail.
• Knowledge of UK employment, legislation and recruitment best practise, including equality, diversity and inclusion principles.
Experience
• Proven track record in direct sourcing and reducing agency reliance, ideally in the construction, retrofit, or related technical sectors.
• Experience using ATS systems (Eploy preferred) with a data-driven approach to recruitment performance.
