Job description

ASR International Corporation, a Small Business supporting Department of Defense and federal clients, is seeking experienced Contract Specialists to provide comprehensive acquisition support services to the 1st Special Operations Contracting Squadron (1 SOCONS) at Hurlburt Field, Florida.

This is an outstanding opportunity to deliver cradle-to-grave federal contracting support in direct support of Air Force Special Operations Command (AFSOC) missions.

The selected candidates will perform full contract administration functions—from requirements development and solicitation through award, administration, and closeout—while ensuring strict compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS), DAF Contracting Compass, Revolutionary FAR Overhaul (RFO) policies, and all applicable regulations. This is a non-personal services position; contractors shall not perform inherently governmental functions.

Position Summary

The Contract Specialist will provide technical and administrative acquisition support across the full contract lifecycle. Primary functions include pre-award planning and documentation, source selection assistance (non-voting), contract modifications and administration, invoice processing, performance monitoring (including CPARS support), and comprehensive contract closeout. All work must meet rigorous performance standards for accuracy (no more than two major revisions per month due to contractor error) and timeliness (95% of tasks completed by agreed suspense dates), with contract closeouts accomplished within 60 days of physical completion at 95% accuracy.

Key Responsibilities

Pre-Award Support

  • Review customer requirements packages and recommend improvements for clarity, completeness, and compliance.
  • Create and maintain electronic contract files; create/update requirement and contract status in the Contract Management System (CMS).
  • Conduct market research and draft Market Research Reports in accordance with applicable regulations.
  • Assist in preparing Statements of Work (SOW), Performance Work Statements (PWS), and Independent Government Cost Estimates (IGCE).
  • Draft solicitations, Requests for Information (RFI), and Requests for Proposals (RFP) for Contracting Officer (CO) approval.
  • Assist with contract award documentation, including contractor responsibility determinations and drafting award documents in CON-IT. Source Selection Support
  • Assist the Government evaluation team by drafting evaluation notices, organizing proposal documents, and preparing source selection documentation.
  • Note: Contractor personnel shall not act as voting members on any source selection board. Contract Administration
  • Draft contract modifications and task/delivery orders in accordance with FAR/DFARS/DAFFARS and CO direction.
  • Track contractor deliverables and assist in monitoring contractor performance, including CPARS data gathering and reporting.
  • Process and review invoices for Contracting Officer approval; support payment and funding actions. Contract Closeout
  • Perform comprehensive closeout procedures for physically complete contracts in accordance with RFO 4.308 and applicable regulations.
  • Draft closeout modifications, verify final payments, deobligate excess funds, and ensure all property and security clearances are resolved.
  • Archive contract files and maintain complete, auditable closeout records. Data & File Management
  • Maintain up-to-date electronic contract files in designated systems (CON-IT KTFS, PIEE, CMS) ensuring accuracy and completeness.
  • Handle all Controlled Unclassified Information (CUI) and procurement-sensitive data in strict accordance with DoD regulations and safeguarding requirements.

Required Qualifications

  • Security Clearance: Active U.S. Secret security clearance required prior to onboarding and must be maintained throughout contract performance. U.S. Citizenship mandatory.
  • Certification & Experience: Qualifications and demonstrated experience equivalent to DAWIA Contracting Level II (or current DoD Contracting Professional Certification equivalent), including proficiency in complex federal contracting procedures, negotiations, and full-lifecycle contract administration.
  • Contracting Flight Experience: Experience and competence in at least two (2) of the three primary operational contracting flights: Construction, Services, and Commodities.
  • Regulatory Knowledge: In-depth knowledge of FAR, DFARS, DAFFARS, DAF Contracting Compass, RFO initiatives, and associated acquisition policies and procedures.
  • Systems Proficiency: Demonstrated experience with federal contracting systems including CON-IT, PIEE, CMS, and familiarity with SAM.gov, FPDS-NG, and CPARS.
  • Communication & Accuracy: Exceptional written communication skills with proven ability to produce clear, compliant, and error-free contracting documents, solicitations, modifications, and reports with minimal revisions required by the government.
  • Education: Bachelor’s degree in a relevant business field (e.g., accounting, business administration, finance, contracts/purchasing, economics, industrial management, law, marketing, or quantitative methods) is preferred. Equivalent experience will be considered.
  • Workplace Requirements: Ability to work full-time on-site at a designated government facility at Hurlburt Field, FL; obtain and maintain Common Access Card (CAC) and base access; and consistently meet strict performance thresholds for timeliness, accuracy, and closeout processing.

Preferred Qualifications

  • Prior experience directly supporting Air Force contracting offices, particularly high-tempo operational environments such as AFSOC or Special Operations.
  • Experience with construction, facilities, or infrastructure-related acquisition (aligning with the broader Civil Engineer support requirements of the PWS).
  • DAWIA Level III certification or advanced contracting professional credentials.
  • Hands-on experience with Revolutionary FAR Overhaul (RFO) policies and streamlined acquisition procedures.

Work Environment, Schedule & Location

  • Location: On-site at designated U.S. Government facility, Hurlburt Field, Florida (building to be confirmed at onboarding). Commutable from the Pensacola / Fairhope, AL and Fort Walton Beach / Mary Esther, FL areas.
  • Schedule: Full-time, Monday through Friday. Core duty hours typically 0900–1500 Central Time (8-hour workday authorized with up to one (1) hour lunch). Federal holidays off. Performance is not expected to be mission-essential during crises unless otherwise directed.
  • Equipment: Government-furnished equipment (GFE) provided, including standard laptop, dual monitors, network access, and required software.
  • Travel: No routine travel outside the perimeter of Hurlburt Field is expected.
