**Job Summary**
We are seeking an experienced **Project Manager / Team Lead** to support multiple large-scale program initiatives, procurement activities, vendor oversight efforts, implementation projects, and operational improvement initiatives. The ideal candidate will have strong project management experience, team lead experience, excellent communication skills, and the ability to manage multiple concurrent workstreams in a structured and organized manner.
This role will assist with the development of policies and procedures, creation and implementation of monitoring tools, readiness review tools, project schedules, project plans, status reports, training coordination, and stakeholder communications. The position will also provide technical assistance to project teams, implementation teams, vendors, and program stakeholders.
**Key Responsibilities**
- Provide project management services and technical assistance for multiple concurrent projects and initiatives.
- Develop and maintain project management plans, work plans, schedules, milestones, and deliverables.
- Manage day-to-day operational aspects of multiple large-scale projects.
- Track project progress against approved timelines, milestones, and project schedules.
- Monitor project phases and take proactive action to keep work efforts on schedule.
- Develop readiness review tools to support project transition and implementation activities.
- Develop vendor monitoring tools and support vendor oversight activities.
- Assist with the development of policies, procedures, operational guidance, and project documentation.
- Capture, analyze, and report project metrics to leadership, stakeholders, and project teams.
- Prepare periodic status reports for team leads, group leads, project teams, and stakeholders.
- Identify, document, track, and help resolve project issues, risks, and barriers.
- Serve as a primary point of contact for project-related issues and resolution efforts.
- Build and maintain effective relationships with stakeholders, customer representatives, vendors, and internal teams.
- Coordinate training strategies and support implementation readiness activities.
- Communicate project objectives, expectations, assignments, and timelines clearly to team members.
- Ensure team members understand how their work supports overall project goals.
- Support final project management evaluation and review activities.
**Required Qualifications**
- Minimum of **4 years of relevant experience serving in a Team Lead capacity**.
- Bachelor’s degree in Project Management, Business, Information Technology, Public Administration, Healthcare Administration, or a related field; equivalent technical study may be considered.
- Experience developing policies and procedures.
- Experience developing and implementing monitoring tools.
- Experience providing technical assistance to project and implementation teams.
- Strong project management experience supporting multiple projects or large-scale initiatives.
- Experience coordinating training strategies, readiness activities, or implementation support.
- Ability to manage day-to-day operational aspects of multiple work efforts.
- Strong written and verbal communication skills.
- Strong organizational, documentation, reporting, and stakeholder management skills.
- Ability to anticipate issues, track risks, and proactively support resolution.
**Preferred Qualifications**
- Experience supporting government, healthcare, human services, Medicaid, long-term services and supports, procurement, vendor management, or compliance-related projects.
- Experience with vendor oversight, grant agreement oversight, monitoring/reporting processes, or operational compliance.
- Familiarity with Electronic Visit Verification, financial management services, participant-directed services, or home and community-based services is a plus.
- PMP, CAPM, Scrum, or other project management certification is a plus.
**Ideal Candidate Profile**
The ideal candidate is a detail-oriented Project Manager / Team Lead who can manage multiple priorities, coordinate across stakeholders, create clear project documentation, monitor progress, and support successful implementation of complex program initiatives. This person should be comfortable working with leadership, project teams, vendors, and operational staff in a fast-paced environment.
**Work Schedule**
Monday through Friday, 8 hours per day. Candidate must be able to work onsite in Harrisburg, PA two days per week, specifically Wednesday and Thursday, with additional onsite days as operational needs require.
