About the opportunity

SWCA Environmental Consultants is seeking an Associate Project Manager for our Hawaii office. This role serves as a project manager and technical lead for Habitat Conservation Plans (HCPs) and related conservation initiatives, overseeing project scope, budgets, schedules, and multidisciplinary teams to deliver high-quality planning and permitting documents. This role will lead development of HCPs, environmental compliance reports, habitat assessments, species evaluations, and conservation strategies, while supporting ESA Section 10 permitting and regulatory coordination with federal, state, and local agencies. In addition, this role will manage field data collection programs, stakeholder engagement, spatial analysis efforts, and business development activities, while providing technical oversight, quality review, and mentorship to junior staff.

This is a regular, part-time, hourly, role. Remote employees are encouraged to apply, especially those located in pacific and mountain time zones.

What you will accomplish

  • Serve as a project manager or technical lead supporting development and implementation of Habitat Conservation Plans (HCPs) and related conservation planning efforts.
  • Manage project scope, budget, and schedule to ensure timely and high‑quality delivery of HCPs, amendments, and supporting analyses.
  • Coordinate multidisciplinary teams of planners, ecologists, statisticians, regulatory specialists, GIS staff, and technical experts.
  • Prepare and lead authorship of HCPs, environmental compliance documentation, and other technical reports.
  • Manage canine search schedules and oversee canine field data collection to support species detection and monitoring.
  • Conduct or oversee habitat assessments, species evaluations, and conservation strategy development for covered species.
  • Track project budgets and schedules and ensure project performance aligns with contractual requirements.
  • Maintain regular client and agency communication, including coordination with the U.S. Fish and Wildlife Service, state wildlife agencies, and local jurisdictions.
  • Support Section 10 permitting processes under the Endangered Species Act and related regulatory reviews.
  • Stay updated on relevant state and federal regulations affecting endangered species permitting, conservation planning, and habitat management.
  • Facilitate stakeholder coordination among agencies, local governments, landowners, and other project partners.
  • Collaborate with GIS and data teams to support spatial analysis, habitat mapping, and conservation strategy development.
  • Support proposal preparation, scope development, and business development for conservation planning and permitting projects.
  • Provide mentorship to junior staff and contribute to technical quality review of ecological analyses and planning documents.
  • Contribute to other natural resources project work on an as-needed basis.
  • Takes responsibility for team safety, developing safety plans (when applicable), and anticipating potential safety hazards.

Experience and qualifications for success

Required

  • Bachelor's degree
  • At least five years of relevant experience
  • At least one year or more of Project Management experience
  • Prior experience with budgeting and scheduling

Preferred

  • Experience in Endangered Species Act
  • Experience in Environmental Planning

An employee in this Honolulu, HI - based position can expect an hourly rate of $33.63 to $43.00 /hour . Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
