Description

Markon is seeking an experienced Senior Project Manager to lead complex government construction projects from planning through closeout. The Senior Project Manager will provide strategic oversight of construction-related activities, serve as a trusted advisor to the Contracting Officer (CO) and Contracting Officer's Representative (COR), and manage the successful execution of high-value, technically complex projects.

The successful candidate will oversee project planning, design reviews, contractor performance, schedules, budgets, contract compliance, and acquisition support while coordinating with government stakeholders, contractors, architects, engineers, and multidisciplinary project teams. This role requires exceptional leadership, extensive federal construction experience, and a proven record of successfully managing projects valued at more than $50 million.

Responsibilities

  • Provide executive-level oversight of construction-related activities for commercial and government contracts.
  • Serve as a senior advisor to the Contracting Officer (CO) and Contracting Officer's Representative (COR) on project execution, technical issues, and contract administration.
  • Lead the day-to-day management of large, complex construction and service projects from planning through project closeout.
  • Manage project scope, schedule, budget, quality, risk, and overall project performance.
  • Coordinate project activities with customers, contractors, architects, engineers, and government stakeholders.
  • Review project schedules, design documents, specifications, and construction plans to ensure technical accuracy, constructability, and compliance with project requirements.
  • Develop technical solutions to construction challenges and unforeseen field conditions.
  • Review contractor submittals, shop drawings, Requests for Information (RFIs), and other project documentation for compliance with contract requirements.
  • Support the CO and COR throughout all phases of the acquisition process, including responding to offeror questions, participating in site orientation visits, and attending contractor/government meetings.
  • Draft technical responses for change orders, RFIs, and contract modifications.
  • Prepare Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and technical documentation for new procurements and contract modifications.
  • Monitor contractor performance and ensure adherence to project schedules, quality standards, safety requirements, and contractual obligations.
  • Identify project risks, schedule impacts, and cost issues, and develop mitigation strategies to maintain successful project execution.
  • Prepare executive-level project status reports, briefings, and recommendations for government leadership.
  • Mentor junior project managers and provide leadership across multidisciplinary project teams.
  • Foster strong relationships with customers, contractors, and stakeholders to ensure successful project delivery.

Qualifications

  • Must be a US Citizen with the ability to obtain and maintain a U.S. Government security clearance
  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related discipline; an equivalent combination of technical training and relevant experience may be considered.
  • Minimum of 20 years of project management experience supporting government construction projects.
  • Demonstrated experience managing construction projects with values exceeding $50 million.
  • Excellent leadership, organizational, analytical, and decision-making skills.
  • Outstanding written and verbal communication skills, including experience presenting to senior government leadership.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and Microsoft Project.

Desired Qualifications

  • Project Management Professional (PMP) certification or other recognized project management credential.
  • Experience managing Design-Build and Design-Bid-Build construction projects.
  • Familiarity with federal acquisition regulations, government contract administration, and construction management best practices.

Salary Range

USD $100,000.00 - USD $150,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
