Location: New Bedford, MA 02740 Salary: Up to $53,500.00

Reporting to the Director of Data Analytics, the Housing Counseling Supervisor will lead the Housing Counseling department, ensuring the housing counseling services are available and effectively provided to the local community. The Supervisor will manage the provision of services to include general assistance to clients related to financial, pre-purchase, post-purchase, homebuyer and foreclosure education and counseling, planning, scheduling and delivery of classroom training sessions, short- and long-term planning for housing counseling service delivery, day-to-day programmatic scheduling, and oversight of the work of the Housing Counseling Specialist.
What You’ll Do
As the Housing Counseling Supervisor , you’ll be the driving force behind daily operations, team development, and program excellence. You’ll:
- Build partnerships and collaboration with funders, lenders, realtors, and other community networks of people supporting homebuyer education to provide information on homeownership and available resources to client.
- Connect with colleagues, exchange ideas, and identify ways to increase funding opportunities.
- Initiate meetings and maintain relationship with regular interactions with financial and banking vendors to cultivate banking relationships
- Engage in community outreach in Southeastern Massachusetts to reach individuals needing guidance and strategies to address housing challenges and achieve housing goals, from buying a home to foreclosure prevention.
- Plan, schedule, market and ensure the delivery of homebuyer education workshops throughout the year.
- Conduct short, and long-term planning of the department services and operations, to ensure continued process improvement and growth of the department.

- Accountable for the delivery of data collection and reporting, program performance monitoring, and grant applications.
- Perform administrative quality control tasks and establish a monitoring plan to ensure compliance with HUD rules and regulations, and grant requirements year-round.
- Adhere to all guidelines related to safeguarding client Personally Identifiable Information.
- Ensure all services and course sessions are timely recorded and free of errors on the client management system - NeigborWorks Compass Salesforce platform.
- Responsible for the timely submission of HUD 9902 quarterly reports.
- Accountable for the filing of Division of Banks Semi Annual reports and the use of funds and demonstrated achievement of homeownership outcomes or goals as proposed in the grant application.
- Provide housing education and counseling services to prospective and existing homebuyers on pre- and post-purchase, and foreclosure in accordance with HUD standards and guidelines.
- Provide counseling and education resources to those facing homelessness and foreclosure and attempt to preserve home ownership.
- Conduct first-time homebuyer education workshops discussing topics such as credit and budgeting, mortgage loans, real estate, pre-purchase inspections, closing process and life as a homeowner.
- Identify and prioritize the department needs that need to be addressed to ensure the set deliverables are met.
- Set goals for the strategic direction of the department and decision making and evaluate success of stated goals.
- Must ensure that housing counseling activities demonstrate and adhere to the established collaborative standards to maintain Massachusetts. Homeownership Collaborative Seal of Approval, managed by Citizens’ Housing and Planning Association (CHAPA).
- Provide effective program oversight, as well as supervise and ensure the professional development of the Housing Counseling Specialist.
- Ensures that the Housing Counseling Specialist is adhering to all HUD rules and regulations, and program requirements.
- Attend ongoing professional training and required meetings to keep abreast of industry best practices and curriculum standards for homebuyer counseling.
- Work with the director on any additional projects/matters for which he/she requests related to the program.
- Attend all required program trainings and assigned in-service trainings to comply with annual training requirements.
- Comply with all safety regulations, CCFR policies and adhere to agency confidentiality policy.
- Report all safety concerns to supervisor.
- Responsible for reporting all incidents (critical, serious or non-compliance) to the COO.
- Perform other duties as assigned.
What You Bring
- Education: Bachelor’s degree in Human Services (preferred); Associates required
- Experience: Housing counseling, home ownership education, federal housing programs
- Certification: Must obtain HUD Certification within three months of hire
- Background: Experience working directly with homeless populations, mental health, and substance use services.
- Leadership: Supervisory experience
- Skills: accountability, strategic planning ability, presentation skills, teaching experience, analytical, organizational, communication, organization, and documentation skills; proficiency in Outlook, Word, Excel, and PowerPoint.
- Other: Valid driver’s license, reliable insured vehicle and clean driving record. Bilingual skills a plus & preffered.
