Responsibilities
We are seeking an experienced Civil Construction Manager to lead the successful delivery of major civil and structural works on large-scale giga-projects in Riyadh. The role carries heavy emphasis on contractual compliance, particularly under FIDIC forms of contract (Red Book, Yellow Book, or Silver Book), variation management, claims handling, and full integration of HSE (Health, Safety & Environment) excellence throughout the project lifecycle. The successful candidate will ensure projects are delivered on time, within budget, to the required quality standards, and in full compliance with Saudi regulations, Vision 2030 requirements, and international best practices.
Contractual & Commercial Management (Primary Focus)
•
Leading all contractual aspects of the project, including the interpretation and administration of FIDIC contracts, conditions of contract, and associated agreements.
•
Managing contract correspondence, notices, instructions, and ensuring timely responses to the Engineer/Employer.
•
Identifying, evaluating, and managing variations, claims (time and cost), extensions of time (EOT), and prolongation costs in accordance with FIDIC clauses.
•
Preparing and negotiating contractual submissions, variation orders, and final accounts.
•
Conducting regular contract risk assessments and maintaining a comprehensive contractual risk register.
•
Liaising closely with the Commercial/Contracts Manager and Quantity Surveyors to protect the company's contractual position.
•
Ensuring strict adherence to FCPA requirements, anti-bribery policies, and Saudi procurement regulations.
HSE Leadership
•
Championing a strong HSE culture and ensuring full compliance with Saudi Labor Law, OSHA-equivalent standards, GACA requirements, and project-specific HSE obligations.
•
Developing, implementing, and monitoring the Project HSE Plan, Emergency Response Plan, and Waste Management Plan.
•
Leading daily and weekly HSE inspections, toolbox talks, Job Safety Analyses (JSA), and incident investigations.
•
Ensuring adequate HSE staffing levels and enforcing a zero-tolerance approach to unsafe acts and behaviors.
•
Driving continuous improvement in HSE performance through the monitoring of leading and lagging indicators, including near-miss reporting, training hours, LTIFR, and TRIR.
•
Coordinating with the Engineer’s HSE team and third-party auditors to ensure compliance and best practices.
Construction Management
•
Overseeing all civil construction activities, including earthworks, concrete structures, infrastructure works, temporary works, and site logistics.
•
Managing multiple subcontractors and direct labor resources to achieve planned project milestones.
•
Monitoring progress against the approved baseline schedule (Primavera P6) and implementing recovery plans where necessary.
•
Ensuring quality control through the Project Quality Plan (PQP), Inspection and Test Plans (ITPs), and material approval processes.
•
Managing site resources, including plant, equipment, and materials, to optimize productivity and control costs.
Stakeholder & Team Management
•
Representing the company in meetings with the Client, Engineer (PMC), Design Consultant, and regulatory authorities.
•
Mentoring and developing site engineers, foremen, and junior staff to enhance team capability and performance.
•
Preparing and presenting weekly and monthly progress reports, look-ahead schedules, and contractual updates to senior management.
Qualifications
To be successful in this dynamic opportunity, we envision that your career journey to date will include a minimum of 15 years’ career experience partnered with a Bachelor Degree in Civil Engineering or related field.
- Minimum 12–15 years of experience in civil construction, with at least 7 years in a managerial role on large-scale projects
- Proven track record working under FIDIC contracts on major arena/stadium projects / Mixed use developments
- Strong knowledge of Saudi building codes, SBC, and Vision 2030 delivery frameworks.
Professional certifications
- PMP, CMAA, or equivalent; NEBOSH/IOSH or equivalent HSE certification is highly desirable.
- Experience in Qiddiya, NEOM, or similar giga-projects is a significant advantage.
Key Skills & Competencies
- Deep expertise in FIDIC contract administration, claims, and dispute resolution.
- Strong HSE leadership with the ability to influence safety culture at all levels.
- Excellent commercial awareness and negotiation skills.
- Proficiency in Primavera P6, MS Project, AutoCAD, and document management systems (e.g., Aconex, Procore).
- Strong leadership, communication, and problem-solving skills.
- Ability to work under pressure in a multicultural, fast-paced environment.
- Fluent in English (Arabic is a strong advantage but no essential )
