Overview
Location: Federal Ocupational Health Clinics in the National Capital Region
Salary: $102,000.00/year

Responsibilities
Provides first level management for assigned FOH OHCs in designated geographic area. Provides direct supervision for Nurse Coordinators, Nurse Associates, and PRN Nurses staffing the managers assigned clinics. Is primarily responsible for ensuring that nurses comply with assigned duties for specific locations, TJC standards, and FOH policies. Ensures all required data is regularly collected from clinic nurses in required format and within required timelines and then provides summary reporting for supervising Regional Clinic Manager within required timelines and in proper format.
Service Operations
- Holds CHS clinic staff accountable for regional staffing contract requirements and remain current on modifications to the contracts that are relevant to CHS clinic service delivery
- Participates in the planning and evaluation of multiple Service Provision Sites (SPS) to ensure clinics have adequate resources to provide services. Reports resource deficiencies to the RCM as directed
- Provides oversight of clinic operations in an assigned area
- Assists with opening, moving, closing clinics within assigned area. Coordinates with OPAQ on space design and/or other environment of care factors.
- Responsible for orientation of newly hired staff
- Performs required competency assessments on all nursing staff
- Develops innovative and effective operational and/or program strategies or procedures for area clinics to accomplish the objectives of CHS
- Performs regular on-site clinic inspections
- Addresses and manages daily staffing issues (Including personally providing clinical coverage in case of staffing emergency) and enters reporting data weekly or as directed by the Chief of Clinics. Approves requests for leave and vacation from all clinical staff
- Works with staff and vendor so that they understand and implement agency specific security requirements. Reports staff compliance with security requirements to the RCM quarterly.
- Provides RCM with all requests for new supplies, medications, equipment. Requests must be submitted with research completed and supporting justification of need
Cost Recovery
- Regularly reports on and demonstrates cost recovery at your level of responsibility
- Maintains operational and outreach tickets to ensure proper billing and services are correctly accounted for
- Reconciles all staffing hours with those billed in accordance with the standardized protocol to reconcile hours billed with the staffing plan and hours due to situational staffing changes
- Provides regular utilization reports as directed by CCS and RCM
TJC – Quality & Safety
- Responsible for ensuring that all clinic operations comply with TJC standards and that FOH maintains TJC accreditation
- Participates in annual policy reviews and makes recommendations for changes and updates
- Assists with implementation of new policies, SOPs, and LOPs
- Implements training or communication tools to ensure understanding of all policies and SOPs
- Ensures that established FOH training communication tools are used in the clinics as directed by CHS leadership
- Performs and oversees performance improvement/quality site visits, and reports deficiencies to Deputy Medial Director and Chief Clinic Services, with plan for correction
- Performs clinic on-site inspections using FOH's TJC inspection tool
- Implements CAP recommendations in the clinic
- Serves as team lead for Nurse Coordinators on accreditation preparation, and assists Deputy Director with training and policy review
- Collects and reports data to the RCM for Intra-cycle Monitoring and National Quality Indicators
Customer Service
- Identifies customer needs and provides solutions
- Deals with customer complaints and takes action when appropriate (Actions, Follow-Up, Problem Resolution, and Hiring/firing)
- Identifies and reports customer issues and concerns to the ACM
- Promotes completion of the client satisfaction survey by informing every patient about how to complete a survey
- Ensures that all clients are offered an opportunity to complete customer satisfaction surveys
- Actively promotes the full scope of FOH services provided through CHS and cross sells FOH's other available products and services
- Ensures that clinics comply with SOW and WO requirements as evidenced by timely completion of work with 95% accuracy
Governance
- Interacts with the agency POCs, FOH leadership, and staffing vendors to address all needs/requests/concerns
Procurement
- Recommends improvements to vendor contracts that serve the best interest of FOH
- Ensures nurse coordinators in assigned clinics comply with federal procurement rules in the purchasing of medications and clinic supplies
Staffing
- Interviews and selects new hires (Nurse Coordinators, Staff Nurses, Licensed Practical Nurses, Certified Medical Assistants and Administrative Assistants)
- Reports poor performance of contract staff to COR and works with staffing vendor to address performance related issues of contract staff
- Informs ACM and CCS for good clinic nurse performance
Technology
- Assists with FedHealth implementation as directed
Metrics
- Collects and tracks metrics for clinics and suggests improvements to improve efficiency
- Responsible for helping to establish, track, report and improve OHC's metrics
- Supports the CCS and RCM in assessing trends across all clinics and develop innovative and effective operational strategies to improve efficiency of clinic operations and accomplish CHS objectives
- Collects data for data calls and/or other deliverables for assigned region, to include all staff/sites and provides summary reports to RCM in required format and within required timeframe.
Supervision
As a contractor, the staff member is not directly supervised by FOH but works within the Contract Vendor’s supervisory structure and must meet the terms of the Vendor/FOH contract. A Contract Officer (CO) is the authority for determining if the staff member’s performance meets the terms of the contract. The Contract Officer Representative (COR) is a subject matter expert who advises the CO as to whether or not the staff member is meeting the terms of the contract from a technical level. The staff member receives day-to-day programmatic /operational guidance from a designated Federal supervisor.

Qualifications
Minimum Requirements/Knowledge/Skills
- Knowledge of principles and practices of healthcare administration of multi-site health care system
- Maintain a thorough understanding of Federal Occupational Health (FOH) policies and procedures and any changes and updates
- Knowledge of TJC Ambulatory Care Standards
- Demonstrates SME in the provision and systemic management of all occupational health services provided in FOH clinics. Anticipates and addresses potential problems with service delivery.
- Experience within the last 5 years working in an accredited organization
- Microsoft Office software with high proficiency in Word, Excel, PowerPoint
- SME of operations of health care clinics, preferably occupational health clinics
- Very good writing skills with experience in drafting operational policies and procedures
- Experience with monitoring and evaluating clinical systems including developing indicators, data collection instruments, compiling data, analyzing data, and creating monitoring and evaluation reports
- Must have excellent written and verbal communication skills. Must demonstrate an ability to successfully engage a diverse group of people.
- Must have good organizational, problem solving and critical thinking skills and the ability to demonstrate organizational savvy
Minimum Education Requirements/Certification/Licensure/Experience:
- Must possess BSN and have minimum of 1 year of experience in clinical leadership, or an Associate’s Degree with 3 years of clinical leadership experience. Masters of Nursing is a plus. Must have current license in one of the 50 states
- Graduate from a National League of Nursing (NLN) accredited school of nursing (Diploma, AND, or BSN)
- One year of experience in occupational health or related experience such as public health/community health, outpatient clinic, school nursing or physician office nursing experience
- Council for Accreditation in Occupational Hearing Conservation (CAOHC) Certification for Audiometry
- National Institute for Occupational Safety and Health (NIOSH) approved Spirometry Course
- Current CPR/AED for Health Care Professionals certification
