Overview

We are seeking a highly experienced Senior Air Quality Consultant / Environmental Leader to support complex regulatory compliance, permitting, and air quality modeling projects across a diverse industrial client base. This role involves both technical execution and project leadership , supporting clients in industries such as power generation, oil & gas, petrochemical, chemical manufacturing, and bulk storage operations.

The ideal candidate will bring deep expertise in dispersion modeling , air permitting, regulatory compliance, and emissions analysis, along with proven experience managing projects, teams, and client relationships.

Strong, demonstrated experience with Texas air permitting regulatory programs and air dispersion modeling is required .

Responsibilities

Air Permitting & Regulatory Compliance

  • Lead preparation of complex air permitting applications including:
  • PSD (Prevention of Significant Deterioration)
  • NSR/NNSR (New Source Review / Nonattainment NSR)
  • Permit-by-Rule (PBR) and Standard Permits
  • Perform regulatory applicability analyses and compliance strategy development
  • Develop and review emissions inventories, calculations, and reporting submissions
  • Support Title V permitting (renewals, revisions, and compliance reporting).
  • Interpret federal and state environmental regulations with specific focus on Texas (TCEQ) requirements.

Air Quality Modeling & Technical Analysis

  • Perform advanced air dispersion modeling analyses to support permitting [ PSD, Federal Energy Regulatory Commission ( FERC ) , etc. ] with programs such as AERMOD and CALPUFF
  • Evaluate meteorological data and modeling inputs
  • Conduct technical evaluations for criteria pollutants and GHG emissions
  • Support resolution of modeling challenges including NO₂, SO₂, and PM₂. ₅ standards

Compliance Audits & Monitoring ( preferred )

  • Conduct comprehensive air compliance audits including onsite evaluations
  • Review permits, monitoring requirements, recordkeeping systems, and reporting programs
  • Prepare detailed audit reports with findings and recommendations
  • Support ongoing compliance reporting (NSPS, NESHAP, MECT, Title V, etc.)

Leadership

  • O ptimiz e the quality and profitability of TRC's projects as well as assisting with managing and developing the skill sets of Project Managers and other employees and resources to ensure our projects are executed with a high level of efficiency and technical excellence.
  • Possess excellent verbal, written, presentation and client management skills; demonstrated ability leading and managing complex projects; as well as being goal oriented, quality focused, and have demonstrated success with creating and fostering a team environment.
  • Perform Quality Analysis/Quality Control of key deliverables related to proposals, projects and tasks managed, as well as projects and tasks managed by others, and are responsible for implementation of the firms' quality procedures at project and task levels.
  • Communicate horizontally and help maintain strong relationships with key leaders within their geographic region, and other members in the TRC Environmental Sector.

Qualifications

  • Bachelor’s d egree in Atmospheric Sciences, Environmental Engineering, or related field
  • 10+ years of experience in air quality consulting or regulatory compliance
  • Required: Demonstrated experience with Texas air permitting programs, including TCEQ NSR, PBR, Standard Permits, and Title V
  • Technical project expertise in managing and implementing Clean Air Act programs such as Title V; New Source Review; Best Available Control Technology ( BACT ) , Reasonably Available Control Technology ( RACT ) , and Maximum Available Control Technology ( MACT ) ; and permitting, air quality engineering, air dispersion modelling and compliance with air quality requirements.
  • Experience supporting industrial sectors such as:
  • Power generation
  • Oil & gas and Liquified Natural Gas ( LNG )
  • Petrochemical and chemical manufacturing
  • Bulk storage terminals and materials handling
  • Certified Qualified Environmental Professional (QEP), Certified Consulting Meteorologist (CCM), or licensed Professional Engineer (PE)

Technical Expertise

  • Deep knowledge of:
  • PSD, NSR/NNSR permitting programs
  • Texas-specific permitting frameworks (TCEQ)
  • Title V compliance and reporting
  • Emissions inventories and calculations
  • Air dispersion modeling (multi-state experience preferred)

Skills

  • Strong analytical and problem-solving skills
  • Proven project management and leadership experience

Preferred Certifications & Affiliations

Salary Range

USD $150,000.00 - USD $200,000.00 /Yr.
