2 Facility Planner (Naples, Italy)

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
We are seeking an experienced Facility Planner that will support U.S. Navy facilities and infrastructure projects based at the Government facilities onboard NSA Naples, Italy. You will develop and maintain facility planning documents, master plans, and project packages while collaborating with stakeholders to support infrastructure planning, project development, and long-term facilities management.
This position is contingent upon contract award. If awarded, the contract will have a potential period of performance of up to five (5) years.
Key responsibilities
- Prepare regional and installation planning studies, including infrastructure, land use, capital investment, and special planning documents.
- Develop and update Regional Integration Plans (RIPs), Regional Shore Infrastructure Plans (RSIPs), Installation Development Plans (IDPs), Master Plans, Capital Improvement Plans, Land Use Plans, ATFP Plans, and related planning studies.
- Prepare and maintain Basic Facility Requirements (BFRs), Facility Planning Documents (FPDs), and asset evaluation records, including updates in iNFADS.
- Develop site approval documentation, coordinate technical reviews, and manage approval processes.
- Provide planning support, technical consultations, and compliance with applicable Navy planning policies and standards.
- Develop MILCON and Sustainment, Restoration, and Modernization (SRM) project packages, including DD Form 1391, project scope, cost estimates, economic analyses, site plans, and supporting documentation.
- Coordinate with environmental, engineering, and project stakeholders on project development, permitting, and design reviews.
- Support data calls, reporting, budget planning and tracking, project reviews, congressional inquiries, tenant support, and coordination with Navy organizations and project teams.
Qualifications to be successful in the role
- Bachelor's degree in Engineering, Architecture, Landscape Architecture, Community Planning, or a related discipline, with at least 7 years of relevant experience.
- Strong analytical skills with the ability to evaluate engineering, management, and economic data, develop alternatives, and assess benefits and risks.
- Understanding of abstract planning concepts and the ability to apply them in complex planning environments.
- Comprehensive knowledge of the Navy Shore Facility Planning System (SFPS) and experience with its major components.
- Knowledge of Navy e-systems, including iNFADS, PAX, ieFACMAN, or similar.
- Experience applying planning principles within the shore facilities planning environment.
- Must have a valid US driver's license.
