Summary
The Program Analyst III (Project Officer) provides programmatic, analytical, and operational support with a focus on extramural project oversight, partner management, and technical coordination across multiple countries in Africa and South America. The incumbent supports cooperative agreements to ensure compliance, accountability, and high‑quality program implementation. The Program Analyst III works closely with leadership, project managers, and cross-functional teams to align program outcomes with organizational goals and ensure continuous program enhancement.

Responsibilities
Essential Job Functions
- Provide comprehensive project officer support for extramural mechanisms, including monitoring recipient performance, tracking progress toward milestones, reviewing annual progress reports, and ensuring alignment with CDC global health priorities.
- Manage a portfolio of cooperative agreements implemented across Africa and South America, ensuring compliance with federal regulations, CDC policies, and country‑specific requirements.
- Support electronic filing and records management for the extramural portfolio, including maintaining up‑to‑date branch documentation, technical reports, correspondence, agreements, procurement files, and tracking systems in Teams Planner.
- Document performance issues, risks, and lessons learned in an issues management tracker, and ensure the tracker is maintained, updated, and reviewed during routine portfolio meetings.
- Track obligations and expenditures for cooperative agreements from award through de‑obligation, ensuring accuracy, timeliness, and reconciliation with CDC financial systems.
- Coordinate the development, review, and execution of extramural actions including funding amendments, carryover requests, redirections, technical reviews, contract modifications, and closeouts.
- Analyze and summarize annual reports and financial documentation submitted by international grantees and partners, identifying trends, risks, and required follow‑up actions.
- Organize and adhere to a regular cadence of meetings and communication across multiple time zones, by preparing clear agendas, talking points, and supporting materials. Proactively provide simple, step‑by‑step guidance to external partners to help them navigate complex administrative processes.
- Support onsite meetings and events, including registration, material preparation, setup, technical support, and real‑time facilitation.
- Discern the need for escalation and diplomacy when navigating complex topics with external partners.
- Provide onsite meeting support to register attendees, ensure all materials are delivered, setup and help facilitate meetings.
- Assist staff to coordinate regular communication - electronic and telephonic - with CDC staff, and external stakeholders.
- Provide logistical and technological support for all conferences or meetings held by the branch.
- Arrange ongoing weekly and biweekly meetings. Coordinate meetings to include providing conference call lines, production of agenda and materials for discussion.
- Attend CDC approved trainings required to learn new CDC government systems to complete required tasks.
Qualifications
Necessary Skills and Knowledge
- Strong leadership skills, with experience managing multiple projects and leading cross-functional teams.
- Superior written and verbal communication skills, with a proven ability to present complex information clearly and effectively to senior stakeholders.
- Strong analytical and problem-solving skills, with experience in data analysis and interpretation.
- Proficiency in data analysis tools and software.
- Strong organizational skills and the ability to manage multiple projects and deadlines.
Minimum Qualifications
- Minimum 5-7 years of experience in program analysis, project management, or a related analytical role, with increasing levels of responsibility.
- Strong expertise in data analysis, performance measurement, and program evaluation techniques.
Preferred Qualifications
- Knowledge of program evaluation methodologies and performance metrics.
- Project management experience or certification.
Pay and Benefits
The salary range for this position is $110,000 - $120,000 annually.
