Job Description Summary

This role provides senior operational leadership for day to day FM delivery at STARS and supports the Operations Manager, who retains overall responsibility for contract performance, commercial outcomes and client governance. The Senior Facility Manager is responsible for delivering all planned and reactive maintenance and ensuring compliance with all statutory and regulatory obligations, while ensuring subcontracted services are delivered in accordance with Service Level Agreements (SLAs) and contractual KPIs.

1.1.Key Relationships

External relationships: this role will liaise with Client groups, Client employees such as Portfolio Managers, Health Asset & Infrastructure Managers and Clinical staff, Landlords / Managing Agents & Supply Chain Partners

Internal relationships: Operations Manager, Facilities Coordinators, CXC, Finance & Client Accounting, Engineering & Asset Management, Supply Chain, HSSE, Sustainability, Data, Reporting & Analytics, Account Management, Integrated Workplace Solutions and Integrated Portfolio Management.

1.2.Job Purpose

Proactively deliver the Facilities Management Services for the Surgical Treatment & Rehabilitation Services (STARS) hospital. 

The Senior Facility Manager delivers Facilities Management Services on behalf of the client (Project Co). This role will be the key contact involved in day-to-day operations including but not limited to providing strategic advice on improving preventative maintenance management, responding to critical reactive maintenance issues and delivering an exceptional customer experience, whilst ensuring site services are delivered within specified KPI’s.  

The Senior Facility Manager is expected to foresee and take proactive management of issues to mitigate any potential risks or abatements,  as well as lead, develop and coach a team of technical/trades staff.

1.3.Accountabilities

Key Result Area

Major Activities

Facility Management

  • Provide strategic leadership and governance of facilities management services to ensure full contractual, statutory and regulatory compliance.
  • Act as a senior client interface, fostering trusted relationships and proactively managing service delivery, risk and performance outcomes.
  • Lead oversight of contractual KPIs and SLAs, identifying performance trends and implementing corrective or improvement actions.
  • Provide operational and strategic advice to the Operations Manager on service optimisation, risk mitigation and continuous improvement.
  • Oversee critical spares strategy and asset resilience planning to minimise downtime of critical infrastructure.
  • Champion innovation and best‑practice service delivery methodologies across the site.
  • Ensure effective delegation, capability uplift and accountability across direct reports and service providers.
  • Coordinate and oversee internal, client and third‑party audits, ensuring timely close‑out of findings.
  • Ensure accurate, timely and auditable data is maintained within FM systems to support reporting, compliance and decision‑making.

Budget and Financial Performance

  • Provide strategic oversight of operational expenditure to ensure alignment with approved budgets and contractual requirements.
  • Lead management of reactive and preventative works to minimise abatements and protect commercial outcomes.
  • Contribute to annual budget preparation, forecasting and cost‑control strategies.
  • Oversee procurement of materials, spares and services in accordance with financial governance and value‑for‑money principles.
  • Drive revenue growth through effective oversight of minor works, chargeable services and operational efficiencies.
  • Monitor financial performance trends and implement strategies to reduce reactive maintenance and lifecycle costs.
  • Approve financial transactions and invoices within delegated authority, ensuring probity, accuracy and compliance.

Planned Maintenance

  • Provide governance and assurance that all planned maintenance is delivered in accordance with approved PPM schedules and statutory obligations.
  • Oversee subcontractor performance to ensure WHS compliance, quality outcomes and contractual response times are achieved.
  • Ensure preventative maintenance documentation and service records are accurate, compliant and auditable.
  • Review maintenance outcomes and ensure corrective actions are prioritised and delivered effectively.
  • Lead contractor audits and performance reviews focusing on safety, quality, cost and timeliness.
  • Participate in strategic subcontractor performance meetings as required.
  • Ensure service providers consistently meet SLAs and KPIs through structured performance management.

Reactive Maintenance

  • Provide senior oversight of critical and high‑risk reactive maintenance events, ensuring appropriate escalation and resolution.
  • Support contractual notifications including Extended Rectification Time (ERT) requests, ensuring technical and commercial justification.
  • Ensure reactive maintenance documentation and service records meet contractual and statutory requirements.
  • Review and approve variations, purchase order increases and quotations within delegated authority.
  • Provide technical and commercial input into vendor negotiations and alternative solution assessments.

Systems

  • Ensure FM systems, including CMMS and BMS platforms, provide accurate, reliable and timely performance data.
  • Oversee data integrity, reporting standards and performance analytics across site systems.
  • Ensure capability to extract and analyse system data for audits, reporting and client requirements.

Engineering and Asset Management

  • Provide leadership oversight to asset management initiatives aimed at extending asset performance and lifecycle value.
  • Oversee delivery of routine maintenance and asset care programs across subcontracted and self‑delivered services.
  • Support planning and delivery of asset lifecycle replacement and capital works in collaboration with Asset, Project and Hospital stakeholders.

HSSE

  • Provide senior oversight and governance of HSSE compliance across all site activities and service providers.
  • Ensure appropriate review and approval of HSSE documentation including SWMS, permits and risk assessments.
  • Oversee impairment notification processes in consultation with HSSE and insurers.
  • Ensure all staff and contractors are inducted, competent and compliant to work in a live hospital environment.

Sustainability

  • Provide strategic input into environmental performance monitoring and sustainability initiatives.
  • Identify and support opportunities to reduce environmental impact, improve efficiency and develop sustainability case studies.

Client Experience

  • Lead a client‑centric service culture that supports patient care, staff wellbeing and visitor experience.
  • Sponsor service improvement initiatives that enhance comfort, access and operational outcomes.
  • Ensure consistent delivery of a high‑quality customer experience across all service channels.

People Management

  • Provide leadership, direction and performance oversight to direct reports and service partners.
  • Ensure workforce capability, succession planning and workload prioritisation align with service, financial and compliance objectives.
  • Lead engagement, development and performance management processes, including goal setting and career development.
  • Oversee recruitment, retention and capability development of the facilities management team.

General Responsibilities

  • Ensure compliance with WHS, environmental and corporate policies at all times.
  • Actively contribute to Communities of Practice and knowledge sharing across Global Occupier Services.

1.4.Background and Experience

  • Minimum 5 Years’ experience in similar role – Mandatory
  • Demonstrated facility management experience in highly complex facilities - Mandatory 
  • Demonstrated facility management experience working in hospital or clinical facilities – Highly Regarded
  • Demonstrated experience managing and maintain building services and associated infrastructure – Mandatory
  • Demonstrated experience managing technology systems and service providers – Highly Regarded
  • Quality and Continuous improvement implementation – Knowledgeable
  • Exceptional Communication and Interpersonal skills – Mandatory

1.5.Qualifications & Technical Skills

  • Tertiary qualifications in Facilities Management or similar – Desirable
  • Technical engineering or trade qualification in electrical or mechanical – Mandatory
  • Computer literate in Microsoft Office Suite – Mandatory
  • Experience in managing Computerised Maintenance Management Systems and Asset Management Software systems – Mandatory
  • Current Police Check – Mandatory
  • Up to date Vaccinations as required by Queensland Health for working in hospital – Mandatory
